«Փաստ» օրաթերթը գրում է

Հայաստանում ջրի հարցը գնալով դառնում է անհանգստացնող։ Օրերս երկրում առկա սակավաջրության մասին փաստել է նաև Սուրեն Պապիկյանը՝ նշելով, որ տարբեր ուղղություններով սպասարկող հանդիսացող գետերի ջրատվությունը մոտ 80 տոկոսով պակասել է: «Սա բերել է նրան, որ առկա ջրային ռեսուրսը հիմնականում սպառվում է, և դրան գումարվել է նաև էներգետիկ խնդիրը»,- ասել է Պապիկյանը՝ հավելելով, որ այս փուլում ջրի խնդիր ունեն ոչ միայն ոռոգելի տարածքները, այլ նաև այն տարածքները, որոնք նախկինում ոռոգելի չեն եղել, իսկ առկա ջրային ռեսուրսը չի կարող ապահովել դրանց ճիշտ բաշխվածությունը:

«Փաստ» թերթի տեղեկություններով, խնդրի կարգավորման ճանապարհին այս օրերին իշխանությունները փորձում են վերահսկողություն սահմանել և հստակեցումներ մտցնել մասնավորաբար ՀԷԿ-երի ոլորտում՝ փորձելով ստուգել դրանց օգտակար գործողության գործակիցը։ Հիմնական ուսումնասիրության նպատակն այն է, թե որոշակի ծավալի ջրի օգտագործման արդյունքում ինչքան էներգիա է ստեղծվում և որքանով է օգտակար ջրի օգտագործումն այդ կոնտեքստում։ Մեր տեղեկություններով, սակայն, առաջին հերթին ուսումնասիրվում են այն ՀԷԿ-երը, որոնք այս կամ այն կերպ ասոցացվում են «նախկին» իշխանությունների ներկայացուցիչների կամ նրանց մերձավորների հետ։

Սակայն այստեղ առկա է երկրորդ խնդիրը՝ ջուր-էլեկտրաէներգիա «ընտրության» առումով: Բանն այն է, որ ջրի պահանջարկի մեծացման հետ միասին առկա է նաև էներգետիկ խնդիր՝ հաշվի առնելով մի շարք հանգամանքներ, այդ թվում՝ Արցախից այլևս չստացվող էլէներգիայի բավականին մեծ ծավալը, ինչպես նաև Մեծամորի ատոմակայանի չաշխատելը: Ըստ այդմ, մասնագետներից շատերը կարծում են, որ մենք էներգետիկ ճգնաժամի նախաշեմին ենք:
