Վերջին օրերին ակտիվ քննարկման նյութ էր դարձել ԱԺ պատգամավոր Նիկոլ Փաշինյանի՝ Սերժ Սարգսյանի պաշտոնանկության հարցը բարձրացնելու նախաձեռնությունը: Հանրության ուշադրությանն է ներկայացվել նաև նախագծի տեքստը: Orer.am-ը զրուցել է «Միջազգային և անվտանգության հարցերի հայկական ինստիտուտ» ՀԿ-ի տնօրեն Ստյոպա Սաֆարյանի հետ և մեկնաբանություններ ստացել նախագծի դրույթների հետ կապված:
Սաֆարյանը նշում է, որ նախագծում տեղ են գտել բավականին հանրահայտ փաստեր, որոնց հետ կապված առկա են չափազանց հստակ իրավական դիրքորոշումներ: Ըստ նրա՝ գուցե տարբեր հարցերում լինի բանավեճ, բայց ընդհանուր առմամբ՝ բերված օրինակները վկայում եմ պետության համար բավականին կարևոր իրադարձություններով սահմանադրությանը հակասող եղանակով գործելու, կամ այնպիսի արարք թույլ տալու, որը կարող է իրավական գնահատական ստանալ Սահմանադրական դատարանի կողմից և դիտվել որպես ծանր հանցագործություն:
Մեր զրուցակիցը գտնում է, որ ԱԺ որոշման նախագծի վրա աշխատող թիմը հիմանականում կատարել է իր առաքելությունը, իսկ մնացած հարցերը կարող են քննարկումների, բանավեճերի արդյունքում վերամշակվել՝ բերվելով այն տեսքի, որը առավելագույնը կարող է լինել: Վերլուծաբանը շեշում է, որ ընդհանուր ուրվագիծը, հիմքը համապատասխանում է բոլոր պահանջներին:
Ստյոպա Սաֆարյանը նաև ավելացնում է. «Չնայած ես հասկանում եմ, որ ստորագրողներ քիչ են լինելու դրա տակ, որովհետև նրանք, ովքեր այսօր կարող են դիտարկվել որպես այդ որոշմանը միանալու առաջարկի պոտենցիալ հասցեատերեր, որոշ չափով մասնակից են եղել այդ որոշման տարբեր կետերում բերված արարքներին: Նույն սահմանադրությանը հակասող ընթացակարգով մարտի 1-ի փաստահավաք խմբի լուծարմանը մասնակցել է նաև ԲՀԿ-ն, որն այն ժամանակ կոալիցիայի մաս էր կազմում: Եթե նույնիսկ դա էլ չլիներ, ապա դժվար թե «Բարգավաճ Հայաստան» կուսակցությունը կողմ քվեարկեր մի նախագծի, որտեղ շոշափվում է նաև Հովիկ Աբրահամյանի անունը, որը կապված է Արարատյան հարթավայրերի արտեզյան ավազանի ջրաօգտագործման հետ:
Տեսանելի է, որ չի ստորագրվելու: Ես կարծում եմ, որ Նիկոլը Փաշինյանն այս բոլոր հանգամանքները հաշվի էր առել: Բայց նա կարծես ցույց է տալիս, թե սրանք են փաստերը, սրանցից այն կողմ փաստ չկա և եթե սրա տակ չեք ստորագրում, ապա մնացածը հեքիաթ է: Նախքան նախագիծը կարդալը, մենք կարող էինք այլ եզրակացություն անել, սակայն հիմա ես համոզված եմ, որ այս նախագծի բացառիկ նպատակը՝ այո, լակմուսի թուղթ լինելն է»:
