Որը կարող է լինել իրական ընդդիմության առաջին քայլը

Կարդում եմ մամուլը, թե ինչպես այսօր, ընդամենը 47 րոպե անց, խորհրդարանական նոր ընդդիմությունը ցույց կտա, թե ի՞նչ ասել է իրական ընդդիմություն՝ կաղմկի, բոլորը հերթով դաժան ելույթներ կունենան ու հայ ազգը վերջապես կհասկանա, որ եկել է ազգային ընդդիմությունը։

Ֆանտաստիկ է։

Բայց, ասեմ, որ շատ ավելի կարճ ու անաղմուկ ճանապարհ կա ապացուցելու, որ Արցախի, Շուշիի կորստից հետո ընդդիմության ծրագիր մաքսիմումը ԱԺ փոխնախագահի պաշտոնը ստանալը չէ։

Եւ այսպես՝

Համաձայն ԱԺ կանոնակարգի 33-րդ հոդվածի`

  1. Նիստը նախագահողը հայտարարում է առաջին նստաշրջանի օրակարգը՝

1) հաշվիչ հանձնախմբի ստեղծում.

2) Ազգային ժողովի նախագահի ընտրություն.

3) Ազգային ժողովի նախագահի երեք տեղակալների ընտրություններ.

4) մշտական հանձնաժողովների ստեղծում.

5) մշտական հանձնաժողովների նախագահների ընտրություններ.

5.1) Կառավարության առաջարկությամբ՝ Կառավարության կառուցվածքի փոփոխության վերաբերյալ օրենքի նախագծի քննարկում.

6) Կառավարության ծրագրին հավանություն տալու հարց:

  1. Առաջին նստաշրջանի նիստերն անցկացվում են հերթական նիստերի համար՝ Կանոնակարգի 37-րդ հոդվածով սահմանված կարգով: Մինչև մշտական հանձնաժողովների նախագահների ընտրությունների հարցի քննարկումն ավարտվելը տեղի են ունենում ամենօրյա նիստեր:

Ընդ որում` Սահմանադրության 104-րդ հոդվածի կարգավորմամբ`

  1. Ազգային ժողովն իր կազմից ընտրում է Ազգային ժողովի նախագահ և նրա երեք տեղակալ: Տեղակալներից մեկն ընտրվում է ընդդիմադիր խմբակցությունների կազմում ընդգրկված պատգամավորների թվից:

Այսինքն` խորհրդարանական ընդդիմությունը, իր հայտարարության համաձայն` որպես արմատական ընդդիմություն, ցանկության դեպքում կարող է չառաջադրել ԱԺ փոխխոսնակ, ինչով կառաջացնի խորհրդարանական ճգնաժամ, քանի որ ԱԺ առաջին նիստը չի ավարտվի մինչ վերը թվարկված հարցերի քննարկումն ու քվեարկությունը։

Ավելին` օրենսդրորեն հնարավորություն չկա հրավիրելու արտահերթ նիստ ու փոխելու գործող կարգավորումները։

Ըստ այդմ` ընդդիմությունը հնարավորություն ունի պարալիզացնելու խորհրդարանի աշխատանքները` ընդամենը չառաջադրելով փոխխոսնակի իր թեկնածուին։

Կարծում եմ, բացատրեցի պարզ ու ընկալելի։

Հաջողություն եմ մաղթում բոլոր այն պատգամավորներին՝ բոլոր խմբակցությունների, ում նպատակը Հայաստանի ու Արցախի շահն է։
