«Հայ Ազգային Կոնգրես» խմբակցության փորձագետ եւ մամուլի հետ կապերի պատասխանատու Արմեն Խաչատրյանի հայտարարությունը Սերժ Սարգսյանի պաշտոնանկության վերաբերյալ` պատգամավոր Նիկոլ Փաշինյանի առաջարկի վերաբերյալ:
Ստորև ներկայացնում ենք Արմեն Խաչատրյանի հայտարարությունը.
Նոյեմբերի 28-ին ԱԺ պատգամավոր Նիկոլ Փաշինյանի օգնականը Փաշինյանի անունից խմբակցության քարտուղար Արամ Մանուկյանին հասցեագրված նամակ է հանձնել խմբակցության գործավարին` հայցելով խմբակցության անդամների ստորագրությունները`Ազգային Ժողովում Սերժ Սարգսյանի պաշտոնանկության գործընթաց սկսելու համար: Ազգային Ժողովում Սերժ Սարգսյանի պաշտոնանկության գործընթացը կազմակերպելու գաղափարը եղել եւ մնում է «Հայ Ազգային Կոնգրես» դաշինքի 2012 թվականի ընտրական ծրագրի առանցքային դրույթներից մեկը:
Ըստ ընտրական ծրագրի, «Հայ Ազգային Կոնգրեսը» խոստացել էր Ազգային Ժողովում ծանրակշիռ ներկայացվածություն ունենալու դեպքում անմիջապես բարձրացնել Սերժ Սարգսյանի պաշտոնանկության հարցը` Սահմանադրության 57-րդ հոդվածով նախատեսված մեխանիզմով: Բնական է, որ 2012 թվականին խմբակցություն կազմավորելուց հետո առաջին իսկ նիստերի ժամանակ Հայ Ազգային Կոնգրես խմբակցությունը քննարկել է Սերժ Սարգսյանի պաշտոնանկության գործընթացը նախաձեռնելու հարցը: Նիստում, որին ներկա է եղել նաեւ Նիկոլ Փաշինյանը, միաձայն որոշում է ընդունվել առայժմ զերծ մնալ պաշտոնանկության գործընթացը նախաձեռնելուց: Որոշման հիմնավորումն այն էր, որ Ազգային Ժողովում պաշտոնանկության գործընթացի հաջողության համար անհրաժեշտ մեծամասնության բացակայության պայմաններում` նման գործընթացի նախաձեռնումը դատապարտված է ձախողման, ինչը միայն կուժեղացնի Սերժ Սարգսյանի դիրքերը:
Չնայած 2012 թվականից ի վեր հաջողվել է էապես փոխել իշխանություն-ընդդիմություն ուժերի բալանսը Ազգային Ժողովում, «Հայ Ազգային Կոնգրես» խմբակցության գնահատմամբ, այսօր Ազգային Ժողովում պաշտոնանկության գործընթացը հաջողելու համար անհրաժեշտ մեծամասնություն դեռ ձեւավորված չէ, մինչդեռ առաջին փուլում դրա համար պետք է 66 ձայն, իսկ երկրորդ եւ վերջնական փուլում` 87 ձայն: Ակնհայտ է, որ նման պայմաններում, երբ Համաժողովրդական Շարժման ձեռնարկած քաղաքական գործընթացները, ներառյալ հանրահավաքային պայքարը, դեռ չեն բերել Ազգային Ժողովում քաղաքական ուժերի բալանսի արմատական փոփոխության, պաշտոնանկության գործընթացի նախաձեռնումը դատապարտված է անփառունակ տապալման եւ կարող է միայն ծառայել ժողովրդի հիասթափմանն ու ռեժիմի դիրքերի ամրապնդմանը: Հասկանալի չէ, թե ինչո՞ւ է Նիկոլ Փաշինյանը փոխել իր նախորդ դիրքորոշումը եւ դիմել քայլերի, որոնք կօգտագործվեն իշխանությունների կողմից ներքաղաքակական պայքարում:
Միեւնույն ժամանակ, «Հայ Ազգային Կոնգրես» խմբակցությունը համարում է, որ Սերժ Սարգսյանի պաշտոնանկության համար կան բոլոր անհրաժեշտ իրավա-քաղաքական հիմքերը, (ընդորում տասնապատիկ ավելի ծանրակշիռ, քան պատգամավորի ներկայացրած նախագծում), եւ Համաժողովրդական Շարժման ծավալմանը զուգընթաց գործի կդնի պաշտոնանկության սահմանադրական գործիքը այն ժամանակ, երբ նման գործընթացի նախաձեռնումը կնպաստի ռեժիմի կազմաքանդման գործին:
