Իշխանության ավտորիտարիզմը ու ընդդիմության ոչ ադեկվատությունը

Ի՞նչ խնդիր է լուծում իշխանությունը ՏԻՄ ընտրություններում։ Եթե մինչև սեպտեմբերի 24-ը կարելի էր տարբեր վարկածներ հնչեցնել, ապա սեպտեմբերի 24-ի ԱԺ արտահերթ նիստից հետո, որի ընթացքում կայծակնային արագությամբ և իրավական և քաղաքական բաղադրիչների, ըստ էության, անտեսմամբ ընդունվեց համայնքների խոշորացման փաթեթը, հարցի պատասխանն ակնհայտ է։

ԱԺ արտահերթ ընտրություններից հետո Նիկոլ Փաշինյանը վերջնականապես հրաժեշտ է տվել նույնիսկ վիրտուալ, պատրանքային դեմոկրատիային ու հետևողականորեն գնում է անձնիշխանության և կուսակցական մենաշնորհի սիմբիոզի վրա կառուցված ավտորիտար համակարգի կայցման ուղղությամբ, որի կարևոր տարրերից մեկը ՏԻՄ-երը մոնոպոլացնելն է։

ԱԺ վերջին ընտրությունների արդյունքները Փաշինյանը բավականին ռացիոնալ է գնահատել՝ հասկանալով, որ Ռոբերտ Քոչարյանի հակավարկանիշի հաշվին վերարտադրված իշխանությունը չի կարող ներքին կայունություն ունենալ, մանավանդ, որ առջևում Պուտինի ասած «զգայուն, ցավոտ լուծումների» ժամանակն է։ Իհարկե, ավտորիտարիզմը ևս Փաշինյանին կայունություն չի երաշխավորում, սակայն նա այլընտրանք չունի, մանավանդ, որ իշխանության քաղաքական, կրեատիվ ռեսուրսը գրեթե զրոյական է։

Ինչևէ, գանք ՏԻՄ-երին, մանավանդ, որ այս ինստիտուտը մոնոպոլացնելը հիմա Փաշինյանի համար գուցեև ավելի կարևոր գերխնդիր է, քան, ասենք՝ երկրի անվտանգային ռիսկերի չեզոքացումը։ Փաշինյանի օրակարգը հասկանալի է, սակայն այս պարագայում գրեթե միանշանակ է, որ ոչ ադեկվատ է ընդդիմության վարքագիծը։ ՏԻՄ ընտրություններն ընդդիմությունը պետք է միջոց դարձնի՝ թույլ չտալու համար ավտորիտար ռեժիմի ինստիտուցիոնալ կայացումը։

Դրա համար կարևոր է երկու հանգամանք։ Առաջինը՝ ակտիվ կամ մասնակցային ժողովրդավարությունն է, այլ խոսքով՝ ընդդիմադիր կուսակցությունները պետք է ակտիվ մասնակցեն ՏԻՄ ընտրություններին։ Սակայն ավելի կարևոր է ընդդիմության կոնսոլիդացված մասնակցությունն ընտրություններին։ Նախ՝ պետք է ընտրվեն ուժեղ թեկնածուներ, կազմվեն կոնսոլիդացված համամասնական ցուցակներ։ Եթե հանգամանքներն այնպես են դասավորվել, որ առաջադրումներից հետո որևէ համայնքում իրական ընդդիմությունն ունի մեկ մասնակից, մյուսները պետք է կոնսոլիդացվեն դրա շուրջ։

Օրինակ, Դիլիջանի ավագանիի հոկտեմբերի 17-ի ընտրություններում հաջողության լուրջ շանս ունի «Հայրենիքի» ցուցակը, մանավանդ, եթե դրա շուրջ տեղի ունենա ընդդիմադիր ավելի լայն կոնսոլիդացիա։ ՏԻՄ ընտրություններում իշխանության ավտորիտարիզմի ձգտումը պետք է պարտվի։ Սա ամենևին էլ երկրորդական խնդիր չէ։
