Այսօրվա իշխանությունների և նրա քարոզչական մեքենայի՝ նախկին բոլոր իշխանություններին վերաբերող հիմնական մեղադրանքներից մեկը իշխանությունների կլանային, քավոր-սանիկային փեսա-զոքանչային համակարգ ունենալն էր: Անշուշտ այս ամենում ճշմարտությունը մեծ տոկոս է կազմում: Եվ սա թերևս կմարսվեր, եթե շատ արագ նոր իշխանությունները չձևավորեին սեփական ընտանեկան կլանները` հայտնի աներձագներով, եղբոր որդիներով, մանկապարտեզի և դպրոցի ընկերներով և այլ հեռու ու մոտիկ ազգականներով: Ընդ որում՝ այս երևույթն արդեն այնքան է խորացել, որ հասել է տեղական ինքնակառավարման մարմիններին և, մասնավորապես, իշխող կուսակցության ավագանու ցուցակներին: Այս գործընթացի մեջ ներառվել են անգամ ուժայինների բարեկամներն ու ընտանիքի անդամները: Օրինակ՝ Վայքում շատերի համար անսպասելի էր, որ Քաղաքացիական պայմանագրի ներկայացրած ավագանու ցուցակի երրորդ հորիզոնականում (որն այդ ցուցակի օրենքով քվոտավորվող առաջին կինն է) հայտնվել է ԱԱԾ Վայոց Ձորի մարզային վարչության պետ Կոլյա Միքայելյանի կինը` Շուշանիկ Ասլանյանը: Բնականաբար որևէ կասկած չկա, որ նման շահագրգռվածության պայմաններում ԱԱԾ-ն չի խառնվելու ընտրությունների ընթացքին, բայց իհարկե, շատ ուշադիր հետևելու է, ընդ որում՝ ավելի շատ մրցակիցներին:
