ՌԴ-ի պարտավորություններն ու սահմանային իրավիճակը. ինչ կատարվեց երեկ. «Ժողովուրդ»

«Ժողովուրդ» օրաթերթը գրում է. Հայաստանի Հանրապետությունը երեկ դիմեց Ռուսաստանի Դաշնությանը 1997 թվականից երկու երկրների միջեւ գործող պայմանագրի համաձայն պաշտպանելու երկրի տարածքային ամբողջականությունը, քանի որ հարձակում է եղել Հայաստանի սուվերեն տարածքի վրա: Երկու երկրների միջեւ 97թ.-ին կնքված «Բարեկամության եւ փոխադարձ օգնության պայմանագրի» 3-րդ հոդվածի համաձայն` «կողմերը համատեղ կձեռնարկեն իրենց համար բոլոր մատչելի միջոցները` խաղաղության դեմ սպառնալիքը, խաղաղության խախտումը վերացնելու կամ նրանց դեմ ցանկացած պետության կողմից ձեռնարկված ագրեսիայի գործողություններին հակազդելու համար եւ կցուցաբերեն միմյանց անհրաժեշտ օգնություն՝ ներառյալ ռազմական»:

Պայմանագրի երկրորդ հոդվածում ասվում է. «Բարձր պայմանավորվող կողմերը միմյանց հետ սերտորեն կհամագործակցեն Հայաստանի Հանրապետության եւ Ռուսաստանի Դաշնության ինքնիշխանության ու տարածքային ամբողջականության պաշտպանության եւ անվտանգության ապահովման գործում: Նրանք անհապաղ կխորհրդակցեն ամեն անգամ, երբ նրանցից մեկի կարծիքով առաջացել է նրա վրա զինված հարձակման սպառնալիք համատեղ պաշտպանության ապահովման եւ խաղաղության ու փոխադարձ անվտանգության պահպանման նպատակով: Այդ խորհրդակցությունների ընթացքում կորոշվեն այն օգնության անհրաժեշտությունը, ձեւերն ու չափերը, որը ստեղծված իրավիճակը հաղթահարելու նպատակով կցուցաբերի մի Բարձր պայմանավորվող կողմը մյուս Բարձր պայմանավորվող կողմին»:

Իսկ երրորդ հոդվածում էլ ասվում է. «Բարձր պայմանավորվող կողմերը համատեղ կձեռնարկեն իրենց համար բոլոր մատչելի միջոցները խաղաղության դեմ սպառնալիքը, խաղաղության խախտումը վերացնելու կամ նրանց դեմ ցանկացած պետության կամ պետությունների խմբի կողմից ձեռնարկված ագրեսիայի գործողություններին հակազդելու համար եւ կցուցաբերեն միմյանց անհրաժեշտ օգնություն՝ ներառյալ ռազմական` ՄԱԿ-ի կանոնադրության 51-րդ հոդվածին համապատասխան հավաքական ինքնապաշտպանության իրավունքի իրականացման կարգով»:

Նկատենք՝ մայիսին, երբ ադրբեջանական զորքերը մուտք գործեցին Հայաստանի տարածք, դիմում էր եղել ՀԱՊԿ-ին, սակայն հետագայում օգնությունն անարդյունավետ էր դիտարկվել: Իր հերթին արտգործնախարարությունը, նշելով, որ Ադրբեջանի նախահարձակ գործողությունները հանգեցրել են մարդկային կորուստների, կոչ է անում միջազգային գործընկերներին ՝ ՌԴ-ին, ՀԱՊԿ-ին, ԵԱՀԿ Մինսկի խմբի համանախագահությանը «հստակորեն եւ հասցեական արձագանքել տարածաշրջանային խաղաղությունը եւ անվտանգությունը լրջորեն վտանգող ադրբեջանական կողմի գործողություններին եւ քայլեր ձեռնարկել դրանց կանխարգելման, Հայաստանի տարածքից Ադրբեջանի զինված ուժերի ամբողջական դուրսբերման ուղղությամբ»:
