Մոսկվան ամրագրեց խաղի կանոնները. ի՞նչ է ենթադրում եռակողմ հայտարարությունը

Երեկ Սոչիում կայացած եռակողմ հանդիպման արդյունքում ընդունվեց հայտարարություն, որն ավելի շատ հարցեր ի հայտ բերեց, քան պատասխաններ: 

Առաջին հերթին պետք է փաստել, որ հանդիպման մեխը կամ գլխավոր նպատակը՝ հայ-ադրբեջանական հարաբերությունների կարգավորման գործում Մոսկվայի ղեկավարով դերը փաստելն ու ամրագրելն էր: Կողմերը հաստատեցին, որ այսպես ասած` հարց լուծողը շարունակելու է մնալ պաշտոնական Կրեմլը, իսկ այլ հարթակներում կարող են տեղի ունենալ հանդիպումներ, որոնք, սակայն, չեն կրելու որոշիչ բնույթ: Այս հանգամանքի ամրագրումը բրյուսելյան հանդիպումից առաջ ինքնին ուշագրավ է և խոսուն:

Այնուհետև պետք է փաստել, որ ընդունված այս հայտարարությամբ նախադեպ է ստեղծվում, որպեսզի Հայաստանի իշխանությունները ձեռքները լվանան Արցախից. քանի որ փաստվում է, որ չկա այլևս Արցախյան հակամարտություն, բոլոր խնդիրների և հարցերի լուծումը տեղափոխվում է երկկողմ՝ հայ-ադրբեջանական դաշտ` շրջանցելով Արցախը և Արցախի կարգավիճակի հարցը:

Ընդունված հայտարարության մեջ ոչ մի խոսք չկա ռազմագերիների վերադարձի և ՀՀ տարածքների դեօկուպացիայի մասին, իսկ սա իր հերթին նշանակում է, որ գերիների և ՀՀ տարածքների վերադարձի թեման դիվանագիտական ֆորմալ դաշտից իրավական դաշտ չի տեղափոխվելու: 

Միակ հստակ ամրագրումը հայտարարության մեջ վերաբերվում էր տրանսպորտային կապերի ապաշրջափակմանը, մի բան, ինչում ավելի քան շահագրռգված է Մոսկվան և, իհարկե, Բաքուն: Հայաստանը փաստացի համաձայնվել է սկսել սահմանների դեմարկացիան և դելիմիտացիան և արագացնել ենթակառուցվածքների ապաշրջափակման գործընթացը` առանց հաշվի առնելու վերը նշված գործոնները՝ ռազմագերիների վերադարձ և ՀՀ սուվերեն տարածքից ադրբեջանական զորքերի դուրս բերում:

Հանդիպման արդյունքներից պետք է առանձնացնել ևս երկու ուշագրավ դրվագ: Նախ և առաջ այն, որ ՌԴ նախագահը իր ելույթում օգտագործեց տրանսպորտային միջանցք արտահայտությունը: Օրեր առաջ իր ասուլիսում Փաշինյանը պնդում էր, որ կան սահմանված տերմիններ և եթե ամսի 9-ի համաձայնագիրը ենթադրեր միջանցքի տրամադրում Սյունիքով, ապա գրված կլիներ միջանցք: Այժմ ՌԴ նախագահի շուրթերով կիրառվում է միջանցք տերմինը, իսկ սա նշանակում է, որ անկախ փաստաթղթային ձևակերպումներից՝ միջանցքը լինելու է:

Եվ մեկ կարևոր դրվագ. Վլադիմիր Պուտինը հայտարարեց, որ Հայաստանի և Ադրբեջանի միջև սահմանները ճշտված չեն, մինչդեռ նույն ասուլիսի ընթացքում Փաշինյանը պնդում էր, որ իրենք միլիմետրերի ճշգրտությամբ գիտեն, թե որտեղ  է սկսվում և որտեղ է ավարտվում Խորհրդային Հայաստանի սահմանները:
