Հայկական բարձրավանդակում բնակվող հայերիս ու Հայաստանի համար արտաքին ռազմաքաղաքական և տնտեսական սերտ համագործակցության բնական ուղին, ասել է թե՝ ճշմարիտ ու միակ ճանապարհը հայ և ռուս քրիստոնյա ժողովուրդների, ասել է թե՝ Հայաստանի և Ռուսաստանի ազնիվ ու հավատարիմ բարեկամությունն ու համագործակցությունն են։

Արտաքին քաղաքականություն վարելիս` Հայաստանի Հանրապետությունը միշտ պետք է նմանվի սակրավորի. սակրավորը ականազերծման ժամանակ իրավունք չունի սխալվելու. նրա մեկ սխալը ճակատագրական կդառնա իր կյանքի և իր ընտանիքի անդամների համար` որբացնելով նրանց: Հայաստանի Հանրապետության բարձրագույն իշխանությունն իրավունք չունի երբեք իրականացնելու արտաքին՝ «և՛-և՛»-ի հայակործան քաղաքականությունը՝ մե՛կ ոտքով արևմուտք, մե՛կ ոտքով Ռուսաստան, այլապես, միանշանակ, կարժանանա ականազերծման ժամանակ կյանքը կորցրած սակրավորի ճակատագրին:

Հայաստանի Հանրապետությունն իր արտաքին քաղաքականությունը պետք է բացառապես կառուցի քրիստոնյա եղբայր ռուս ժողովրդի, ասել է թե՝ Ռուսաստանի Դաշնության հետ միասին: Մենք անհնարինը պետք է դարձնենք հնարավոր՝ բացառապես նպաստելով ոչ միայն հայ-ռուս ժողովուրդների բարեկամության անընդհատ ամրապնդմանը, այլ՝ Հայաստանի և Ռուսաստանի ռազմաքաղաքական և տնտեսական համագործակցության կատարելիությանը:

Եթե 2020 թվականի սեպտեմբեր-հոկտեմբեր-նոյեմբեր ամիսներին թուրքերի կողմից Արցախի և Հայաստանի դեմ սանձազերծված պատերազմի սկզբից մինչև ուղիղ մեկ ամիս կյանքի գնով Արցախի Մարտունի և Ճարտար քաղաքները, հարակից գյուղերը անառիկ պահած «Հայոց Արծիվներ» քաջերի ջոկատը միշտ պատրաստ է Ռուսաստանի Զինված Ուժերի կազմում կռվել Ռուսաստանի թշնամիների դեմ, նշանակում է, որ Ռուսաստանի թշնամիները և մե՛ր թշնամիներն են:
