Այսօր ԱԺ-ում ՀԱԿ խմբակցության պատգամավոր Նիկոլ Փաշինյանը տեղեկացրեց, որ չի հավաքվել 44 ստորագրություն՝ «ՀՀ նախագահի պաշտոնը զբաղեցնող Սերժ Սարգսյանին պաշտոնանկ անելու մասին» որոշման նախագիծը արտահերթ կարգով ԱԺ-ում քննարկելու համար և իր նախաձեռնության տակ ստորագրել է 3 պատգամավոր՝ ինքը, Ալեքսանդր Արզումանյանը եւ Զարուհի Փոստանջյանը: Ստորեւ ներկայացնում ենք Փաշինյանի հայտարարությունն ամբողջությամբ.
«Ցավով եմ արձանագրում, որ հնարավոր չեղավ հավաքել ԱԺ 44 պատգամավորների ստորագրություն «ՀՀ նախագահի պաշտոնը զբաղեցնող Սերժ Սարգսյանին պաշտոնանկ անելու մասին» որոշման նախագիծը արտահերթ կարգով ԱԺ-ում քննարկելու համար:
Այսուհանդերձ, հայտնում եմ, որ նախագիծը մնալու է Ազգային ժողովում. որոշակի լրամշակումից հետո այն օրենսդրական նախաձեռնության կարգով կդնեմ շրջանառության մեջ: Սա նշանակում է, որ հարցն առնվազն պետք է քննարկվի գլխադասային հանձնաժողովում եւ քվեարկության դրվի ԱԺ լիագումար նիստում` օրակարգում ընդգրկվելու համար:
Վերջին մեկ շաբաթվա ընթացքում մամուլում եւ սոցիալական ցանցերում տարբեր վարկածներ են առաջ քաշվել նախագիծը շրջանառության մեջ դնելու շարժառիթների մասին: Հարկ եմ համարում պարզաբանել, թե որոնք են նախաձեռնության պատճառները:
1. Վերջին տարիների քաղաքական խմորումները ներքաղաքական կյանքում առաջացրել են բազմաթիվ անորոշություններ: Սույն նախագծով «Քաղաքացիական պայմանագիր» միավորումը արձանագրում է իր կոորդինատները քաղաքական դաշտում, հիշեցնում Հայաստանում հաստատված աղետալի իրավիճակի առանցքային պատասխանատուների եւ նրանց գործունեության քրեաիրավական բնույթի մասին:
2. Նախագծում հիմնականում արծարծված են հարցեր, որոնց անդրադարձել եմ խորհրդարանական գործունեության ընթացքում: Սա արձանագրում է, որ խորհրդարանի ամբիոնից բարձրացված հարցերի լուծման գործում լինելու եմ հետեւողական, պատգամավորական լիազորություններս լիարժեք գործադրելու եմ արծարծված հարցերը հանրային, քաղաքական օրակարգում պահելու եւ դրանց լուծմանը հասնելու համար:
3. ԱԺ պատգամավոր եմ ընտրվել Հայ ազգային կոնգրես դաշինքի (չշփոթել համանուն կուսակցության հետ) համամասնական ցուցակով, որի նախընտրական ծրագրի առանցքային դրույթներից մեկը Սերժ Սարգսյանի պաշտոնանկության հարցի հարուցումն է: Վերջին երկուսուկես տարիների ընթացքում իմպիչմենտի հարցի հարուցման առաջարկով աշխատանքային ֆորմատներում հանդես եմ եկել մի քանի անգամ: Այդ առաջարկով հանդես եմ եկել նաեւ հրապարակային, մասնավորապես՝ 2014 թվականի մարտի 29-ին «Սիվիլնեթ» հեռուստաընկերության եթերում: Ի վերջո համոզվելով, որ այլ ֆորմատով ինպիչմենտի հարց չի հարուցվելու, սույն նախագծով հարկ եմ համարել վերահաստատել հավատարմությունս ընտրողների առաջ ունեցած պարտավորություններին:
Անհրաժեշտ եմ համարում նաեւ հայտարարել. պատրաստ եմ միանալ ՀՀ նախագահի պաշտոնը զբաղեցնող Սերժ Սարգսյանին պաշտոնանկ անելու ցանկացած նախաձեռնության, որ կհարուցվի խորհրդարանական որեւէ ուժի կամ պատգամավորի կողմից:
