Ինչպես հայտնի է օրերս Իրանի արտգործնախարար Հոսեյն Ամիր Աբդոլլահիանն այցելել է Բաքու և հանդիպում ունեցել այդ երկրի քաղաքական ղեկավարության հետ: Պաշտոնական ռելիզներից տեղեկանում ենք, որ այցի ընթացքում հայտարարվել է, որ Ադրբեջանի ու Իրանի երկկողմ հարաբերությունը սկսում են նոր էջից: Այստեղ հատկանշականն ու ամենաառանցքային դրվագն այն է, որ Իրանի արտգործնախարարի այցը զուգորդվում է հայ-թուրքական հարաբերության կարգավորման գործընթացում նկատելի շարժերի հետ: Միանշանակ պրիմիտիվ ու միամտություն կլինի մտածել, թե դրանով է պայմանավորված Աբդոլլահիանի այցը, սակայն հայ-թուրքական հարաբերության տիրույթում իրան-ադրբեջանական հարաբերության «նոր էջի» մասին հայտարարությունները բավականին խորհրդանշական են:

Իրականում փաստ է, որ հայ-թուրքական հարաբերության կարգավորմանը միտված որևէ կայուն գործընթաց  իսկապես նոր էջ է լինելու թե՛ ռեգիոնալ իրողությունների, թե՛ նաև ընդհանրապես կովկասյան ու անգամ մերձավորարևելյան ռեգիոնի շուրջ առկա աշխարհաքաղաքական մթնոլորտի առումով: Իհարկե հայ-թուրքական հարաբերության կարգավորման ուղղությամբ գործընթացի կամ գուցե գործընթացների հեռանկարները դեռևս ենթակա չեն շատ, թե քիչ որոշակի գնահատականի, քանի որ դրանք ընդամենը սաղմնային փուլում են և ենթակա են լինելու այլ հարթություններում առկա իրողությունների ազդեցությանը: Այս ֆոնին էլ ուշագրավ է, որ Բաքուն ու Թեհրանը խոսում են «նոր էջի» մասին, և այդ խոսակցության տողատակում գուցե կա ակնարկ ուղղված նաև հայ-թուրքական կարգավորման ուղղությամբ աշխատանքին:

Պետք է արձանագրենք, որ տեղի ունեցող գործընթացը լոկ Երևան-Անկարա շրջանակում չի տեղավորվում, քանի որ ակնհայտ է, որ հետագա զարգացումներում էական ներգրավվածություն ու հետաքրքրվածություն ունեն Մինսկի խմբի բոլոր երեք համանախագահ երկրները: Թեև Թուրքիան խոսում է գործընթացը Ադրբեջանի հետ համաձայնեցված և միասին առաջ տանելու մասին, սակայն կասկածից վեր է, որ այդ հայտարարությունը չի երաշխավորում դե ֆակտո մակարդակում այդպիսի վարքագիծ և Բաքուն էլ լավ է պատկերացնում դա: Ասվածի վկայություն էր թերևս այն, որ հայ-թուրքական կարգավորման հատուկ բանագնացների մասին Թուրքիայի և ՀՀ հայտարարությանը հաջորդեց Ալիևի կտրուկ արձագանքը Բրյուսելում՝ «Լաչին-«Զանգեզուրյան միջանցք»» հարցադրումով:

Ըստ էության, Թեհրանն այս իրավիճակում Բաքվի համար ևս դառնում է խաղընկեր, որովհետև Իրանի համար էլ հայ-թուրքական կարգավորման գործընթացը այսպես ասած ոգևորիչ տեղեկություն չէ: Ավելին, այն կարող է նվազեցնել ռեգիոնում Իրանի մանևրունակությունը: Այստեղ է նաև, որ Թեհրանը որոշում է «ընդգծել» Բաքվի հետ հարաբերությունն ու խոսել «նոր էջի» մասին, որպես հայ-թուրքական գործընթացի հնարավոր «նոր էջի» իրան-ադրբեջանական պատասխան և իրավիճակի զարգացման հակասականության ու հարաբերականության շոշափելի վկայություն:
