Ինչպես հայտնի է հունվարի 14-ին, Մոսկվայում տեղի կունենա Հայաստանի և Թուրքիայի հատուկ ներկայացուցիչների առաջին հանդիպումը: Դեռևս 2021 թվականի դեկտեմբերի 13-ին Թուրքիայի արտգործնախարար Մևլութ Չավուշօղլուն հայտարարել էր, որ Անկարան ու Երևանը հարաբերությունների կարգավորման համար հատուկ ներկայացուցիչներ կնշանակեն։ Արդեն դեկտեմբերի 15-ին հայտնի դարձավ, որ Հայաստանի հետ երկխոսության համար թուրքական կողմից հատուկ բանագնաց է նշանակվել փորձառու դիվանագետ, ԱՄՆ-ում Թուրքիայի նախկին դեսպան Սերդար Քըլըչը: Ավելի ուշ հայտնի դարձավ, որ հայ-թուրքական գործընթացում Հայաստանի հատուկ ներկայացուցիչը կլինի Ռուբեն Ռուբինյանը:

Նշենք, որ պաշտոնական Երևանը հայտարարել է, որ պատրաստ է Հայաստան-Թուրքիա հարաբերությունների շուրջ երկխոսություն սկսել առանց նախապայմանների և նույնպիսի մոտեցում է սպասում Թուրքիայից, ինչը թույլ կտա քննարկել Անկարայի կողմից միակողմանի փակված սահմանի բացման, դիվանագիտական հարաբերությունների հաստատման հարցերը։ Իր հերթին՝ Անկարան ամենաբարձրաստիճան պաշտոնյաների շուրթերով տարբեր առիթներով խոսել է, թե ինչ ակնկալիքներ ունի Երևանից, դրանով իսկ, ըստ էության, փաթեթավորելով Երևանին ուղղված Անկարայի նախապայմանները անուղղակի կերպով (Ադրբեջանի ու Թուրքիայի տարածքային ամբողջականությունների ճանաչում, Ցեղասպանության պահանջատիրությունից հրաժարում, Հայաստան-Ադրբեջան Խաղաղության համաձայնագրի ստորագրում, հետպատերազմյան եռակողմ փաստաթղթերի իրագործում, տարածաշրջանային ապաշրջափակում թյուրքական սցենարով՝ այսպես կոչված, Նախիջևանի միջանցքի բացմամբ):

Հավելենք, որ ՌԴ փոխարտգործնախարար Անդրեյ Ռուդենկոն դեռևս դեկտեմբերի վերջին նշել էր, որ Ռուսաստանը պատրաստ է ցանկացած ձևաչափով միջնորդական դեր ստանձնել Հայաստանի և Թուրքիայի հարաբերությունների կարգավորմանն ուղղված երկխոսության գործում:

Կարևոր է արձանագրել այն իրողությունը՝ բանագնացների առաջին հանդիպումը տեղի է ունենալու թեժ միջազգային օրակարգի պայմաններում, երբ տեղի են ունենում ՌԴ-ԱՄՆ-ՆԱՏՕ-ԵԱՀԿ եռափուլ բարդ բանակցությունները անվտանգության երաշխիքների շուրջ, երբ կայունացման նշաններ է ցույց տալիս ղազախստանյան թնջուկը, և երբ Ալիևը կրկին կոշտացրել է հակահայկական հռետորաբանությունը՝ նոր սպառնալիքներ հնչեցնելով Հայաստանի ուղղությամբ:

Կարող ենք փաստել, որ հայ-թուրքական երկխոսությունը չի կարող արագ գործընթաց լինել, չնայած թուրքական կողմը կարող է շտապել, և այդ շտապողականությունը կարելի է բացատրել, քանի որ պատերազմից հետո ընկած ժամանակահատվածն ամենահարմարն է սովորաբար նման իրավիճակներում բանակցելու և սեփական շահերին համահունչ արդյունքներ ստանալու տեսանկյունից:
