Այս օրերին հայ հանրության շրջանում առաջնային հարցերից մեկը, եթե ոչ առաջնայինը՝ հայ-թուրքական հարաբերությունների շուրջ ընթացող զարգացումներն են ու Թուրքիայի սահմանի բարձրացման հարցը։ Շարքային քաղաքացու մոտ հարց է առաջանում, թե ի՞նչ կտա Թուրքիայի հետ սահմանի բացումը Հայաստանի տնտեսությանը: Այս հարցի պատասխանն ամենևին չի պահանջում խորամուխ լինել ցանկությունների, սպասումների, երազանքների մեջ. պետք են ընդամենը սովորական մի քանի վերլուծություններ համադրել:

Այստեղ կարևոր է արձանագրել, որ օր ու գիշեր հայ-թուրքական հարաբերությունների մասին խոսող ու այդ կարգավորման ուղղությամբ գործընթացի մեկնարկը տված իշխանությունները մինչ օրս չունեն այդ գոծընթացի հետ կապված հստակ հաշվարկներ և բավարարվում են դրական սպասումների, ցանկությունների ու աքսիոմատիկ ճշմարտությունների մասին արձանագրումներով ու շարքային կենացներով:

Ըստ էության, իրավիճակն օբյեկտիվորեն գնահատելու համար անհրաժեշտ է նախ և առաջ անդրադառնալ Հայաստանի ու Թուրքիայի միջև առկա առևտրաշրջանառության ծավալներին ու դինամիկային: Հատկանշական է, որ փակ սահմանների պայաններում 1995-2020թթ. Հայաստանը Թուրքիայից ներկրել է շուրջ 3 մլրդ ԱՄՆ դոլարի ապրանք, իսկ արտահանել՝ մոտ 55-60 մլն դոլարի: Ընդ որում՝ թուրքական ապրանքների ներկրումն առավելապես աճել է 2009 թ.՝ «ֆուտբոլային» դիվանագիտության ժամանակ ու նաև 2019 թ.՝ հասնելով մոտ 260 մլն դոլարի:

Այս թվերը, փաստացի, վկայում են այն մասին, որ երկու կողմերի հարաբերությունների հաստատման ու պետական սահմանների վերաբացման պարագայում մենք միանշանակ առերեսվելու ենք թուրքական տնտեսական էքսպանսիային՝ իր ամենաագրեսիվ տեսքով: Իսկ տվյալ պարագայում կարևոր է այն, որ մինչ սահմանների վերաբացումը նախ և առաջ անհրաժեշտ է մոդեռնիզացնել սեփական տնտեսությունը։

Կարևոր է նաև փաստել, որ հարաբերությունների հաստատումն ու սահմանների բացումը հանգեցնելու է նաև թուրքական կապիտալի գերիշխանության հաստատմանը Հայաստանում: Օրվա իշխանությունները հայտարարում են, որ դրանում որևէ խնդիր չկա, սակայն պարզ է, որ դա ունենալու է ակնհայտ քաղաքական հետևանքներ: Այսօր մենք ունենք տեխնիկական իշխանություններ, որոնք հմտորեն օգտագործվում են աշխարհաքաղաքական կենտրոնների կողմից՝ տարածաշրջանի աշխարհաքաղաքական վերաձևավորման մեգա-ծրագիրը կյանքի կոչելու համար: Եվ հայ-թուրքական հարաբերությունների պարագայում, նույնպես, գլխիկոր կատարում են դրսից եկող կարգադրությունները։
