Օրերս իր հերթական ասուլիսի ժամանակ ՌԴ ԱԳՆ ներկայացուցիչ Մարիա Զախարովան հայտարարել էր, որ Ռուսաստանը կոչ է անում Հայաստանին ու Ադրբեջանին ընդունել Մինսկի խմբի համանախագահներին: Նշենք, որ համանախագահների այցը ծրագրված է եղել դեռևս 2021 թվականի սեպտեմբերից, սակայն տեղի չի  ունենում, քանի որ Ադրբեջանը այցի հետ կապված թելադրում է պայմաններ, որոնք իրենց հերթին ընդունելի չեն Հայաստանի համար:

Փաստը, որ Ադրբեջանը խոչընդոտում է ՄԽ համանախագահության աշխատանքին, հատկապես, երբ խոսքը վերաբերում է Արցախի հակամարտությանն առնչվող բովանդակությանը, բաց տեքստով քանիցս հայտարարել է նաև Իլհամ Ալիևը: Սրան զուգահեռ սակայն, թերևս փոքր-ինչ մոլորություն է մտածել, թե Ալիևն ունի այնքան քաղաքական կշիռ, որ կարող է իրեն թույլ տալ խոչընդոտել ՄԱԿ ԱԽ անդամ միջուկային երեք տերությունների քաղաքական աշխատանքին, եթե այդ աշխատանքը նրանց համար ունի համադրված կարևորություն և ներդաշնակ համակարգվածություն: Ըստ էության, այստեղ առկա է ներքին տարաձայնություն հենց համանախագահների ներսում, իսկ Բաքուն ընդամենը փորձում է օգտվել այդ հնարավորությունից:

Ասված կոնտեքստում ուշագրավ է, թե արդյո՞ք Ադրբեջանն ականաջալուր կլինի Զախարովայի  կոչին և կընդունի Մինսկի խմբի համանախագահներին: Եթե Բաքուն «չանսա» Զախարովայի կոչին, դա դեռ չի նշանակում, որ Ռուսաստանն ուրեմն որևէ պատասխանատվություն չունի և պատասխանատվությունը Բաքվի դաշտում է իրապես: Պատասխանատվությունը մեծ հաշվով առաջին հերթին համանախագահ եռյակի դաշտում է: Եթե եռյակն ուզում է աշխատել, ապա այդ աշխատանքի դինամիկան և ինտենսիվությունը նախ և առաջ կախված է հենց այդ ցանկությունից, հետո նոր միայն տարբեր այլ գործոններից:

Ըստ էության, ամբողջ հարցն այն է, որ Մինսկի խմբի համանախագահության արդյունավետ աշխատանքի, շոշափելի քաղաքական դերակատարման համար համանախագահների ռեգիոնալ այցը ամենևին էլ ճակատագրական կամ «անփոխարինելի» հանգամանք չէ: Համանախագահները կարող են աշխատել նաև առանց ռեգիոն այցելելու: Մինչդեռ, որքան էլ այդ այցը, իհարկե, կարևոր է, չկա նաև համանախագահների աշխատանքի կամ դրա մեծ ցանկության այլ «արտառեգիոնալ» դրսևորում: Մեծ հաշվով սա նաև զարմանալի կամ անսպասելի չէ՝ հաշվի առնելով այն զարգացումները, որոնք կենտրոնացած են ուկրաինական ուղղությամբ և որտեղ ներգրավվածություն ունեն համանախագահ բոլոր երկրները, և հատկապես երկու խոշորները՝ ԱՄՆ ու Ռուսաստանը: Ըստ ամենայնի համանախագահության ձևաչափի դինամիկան կախված է լինելու ուկրաինական ուղղությամբ հանգուցալուծումից:
