Ադրբեջանի կլանման գործընթացն ընթացքի մեջ է։ Ադրբեջանի Միլլի Մեջլիսը (խորհրդարան) երեկվա լիագումար նիստում առաջին ընթերցմամբ ընդունել է «Ադրբեջանի Հանրապետության եւ Թուրքիայի Հանրապետության միջեւ դաշնակցային հարաբերությունների մասին Շուշիի հռչակագիրը հաստատելու մասին» օրենքի նախագիծը։ Հռչակագրի առանցքում պաշտպանության ոլորտի համագործակցությունն է, որի համաձայն՝ կողմերը պետք է օգնեն միմյանց երկու պետություններից որեւէ մեկի «անկախության կամ տարածքային ամբողջականության վրա երրորդ պետության կողմից սպառնալիքի կամ հարձակման դեպքում»: Դա նշանակում է, որ այսուհետ Թուրքիան արդեն պաշտոնապես է լինելու Ադրբեջանի գլխավոր դաշնակիցը, եւ ցանկացած հարձակում Ադրբեջանի վրա հավասարազոր է դառնում Թուրքիայի վրա հարձակման։ Հիշեցնենք, որ Շուշիի հռչակագիրը ստորագրվել էր 2021 թ. հունիսի 15-ին Շուշի քաղաքում՝ Ադրբեջանի նախագահ Իլհամ Ալիեւի եւ Թուրքիայի նախագահ Ռեջեփ Թայիփ Էրդողանի կողմից։ Շուշիի հռչակագրի հիմքում թուրք-ադրբեջանական ընդհանուր օրակարգն է, որը բացարձակապես չի բխում հայկական շահերից։ Չափազանց կարեւոր է արձանագրել, որ հռչակագիրը հղում ունի 100 տարի առաջ ստորագրված Կարսի պայմանագրին։ Փաստաթուղթը չի շրջանցում նաեւ Հայոց ցեղասպանության թեման՝ այն համարելով «պատմությունը խեղաթյուրելու, տարածաշրջանում խաղաղությունն ու կայունությունը վնասելու փորձեր»: Սրանով, փաստորեն, երկու հանցակից պետություններն արդեն միավորելու են ջանքերը Հայոց ցեղասպանության ճանաչման եւ դատապարտման գործընթացը կասեցնելու ուղղությամբ տարվող աշխատանքներում։ Միաժամանակ Շուշիի հռչակագրի ընդունումը կարելի է առաջին քայլը համարել միասնական պետության եւ միասնական բանակի ստեղծման ճանապարհին։ Մի կողմ դնելով Ադրբեջանի համար նման սերտ համագործակցության շահավետ լինելը՝ ակնհայտ է, որ մեծանալու է Թուրքիայից կախվածությունը։ Դա այն գինն է, որը վճարում է Ադրբեջանը Արցախյան երկրորդ պատերազմում Թուրքիայի աննախադեպ օգնության դիմաց։ Թե ինչպիսի հետեւանքներ կունենան այդ «աջակցությունն» ու «օգնությունը» եւ որքանով ձեռնտու կլինեն հետագայում Ադրբեջանի համար, դեռ վաղ է խոսել, սակայն ակնհայտ է, որ թուրքական օրակարգը գերակա է դառնալու։ Իսկ առայժմ ընթանում է համակողմանի ինտեգրման գործընթաց»։
