Օրերս հայտնի դարձավ, որ ԱՊՀ անդամ երկրների մշտական ​​լիազոր ներկայացուցիչները մտադիր են ՀԱՊԿ-ում դիտորդի կարգավիճակ ստանալու հարցը քննարկել Մինսկում կայանալիք հանդիպմանը։ ԱՊՀ գործադիր կոմիտեի նախագահի առաջին տեղակալ Լեոնիդ Անֆիմովն այս առիթով ասել է, որ ԱՊՀ երկրները քննարկում են ՀԱՊԿ հետ Համագործակցության դիտորդի կարգավիճակ ստանալու հարցը։

Հավելենք, որ երեկ Մինսկում նախատեսված էր Համագործակցության կանոնադրական և այլ մարմիններում ԱՊՀ անդամ պետությունների մշտական ​​լիազոր ներկայացուցիչների խորհրդի նիստը։

Վերջին տարիների ընթացքում և հատկապես 44-օրյա պատերազմից հետո ժամանակ առ ժամանակ ՀԱՊԿ-ի շուրջ ակտիվանում է Ադրբեջանի դիտորդության, հետագայում՝ նաև անդամակցության թեման տարբեր ձևաչափերով և ռուսաստանցի տարբեր գործիչների ու վերլուծաբանների կողմից: 2021 թվականի դեկտեմբերին Ղազախստանի առաջին նախագահ Նազարբաևը նշել էր. «Իրադարձություն է, որ մեր եղբայրական և հարևան Ուզբեկստանը ստացել է դիտորդ պետության կարգավիճակ ԵԱՏՄ-ում։ Մյուս կողմից՝ ես սրտանց ողջունում եմ Հայաստանի և Ադրբեջանի միջև հարաբերությունների կարգավորումը երկարամյա անհամաձայնությունից հետո։ Կարծում եմ՝ բոլորս ենք այդպես կարծում։ Ինչպես նախկինում ենք ասել, հնարավոր եմ համարում բանակցել Ադրբեջանի հետ, որ նրանք էլ դառնան դիտորդ ԵԱՏՄ-ում»։

Նազարբաևի այս հայտարարությանն արձագանքել էր նաև Մարիա Զախարովան՝ ասելով, որ ԵԱՏՄ-ն բաց է այն պետությունների համար, որոնք կիսում են դրա նպատակները, սկզբունքներն ու հետաքրքրված են առավել սերտ ինտեգրմանն ու առավել սերտ փոխգործակցությանը։ Ըստ Զախարովայի՝ Ադրբեջան-ԵԱՏՄ երկխոսության զարգացումը ցանկացած ձևաչափով կարող է նպաստել տարածաշրջանում երկկողմանի առևտրի և տրանսպորտային հաղորդակցությունների ապաշրջափակմանը։

Ի դեպ՝ ՌԴ փոխվարչապետ Ալեքսեյ Օվերչուկը ևս այդ շրջանում խոսել էր Եվրասիական տնտեսական միությունում Ադրբեջանին որպես դիտորդ հրավիրելու գաղափարի մասին։ Նա նշել էր, թե ԵԱՏՄ-ում դիտորդի կարգավիճակը թույլ կտա Ադրբեջանին ավելին ստանալ ԵԱՏՄ հետ համագործակցությունից։

Ակնհայտ է, որ Ռուսաստանը, այսպես թե այնպես, ցանկանում է, որպեսզի ՀԱՊԿ-ը որպես կառույց՝ ամրապնդվի ու ընդլայնվի, ինչպես Ռուսաստանի նախաձեռնած ինտեգրացիոն մյուս կառույցները: Սա Ռուսաստանի համար առավել կարևոր է հիմա, երբ ընթանում է Ռուսաստան-Արևմուտք ազդեցության գոտիների հստակեցում:

Պարզ է նաև այն, որ ներկա փուլում Ադրբեջանը նաև նկատելիորեն պահպանում է որոշակի հեռավորություն ՀԱՊԿ-ից ու ՆԱՏՕ-ից, չնայած ունի խորը համագործակցություն ՆԱՏՕ-ի անդամ Թուրքիայի հետ և համագործակցության որոշակի մակարդակ Թուրքիայի հետ: Սակայն Ռուսաստանի, Բելառուսի հետաքրքրվածությունն այս հարցի նկատմամբ ակնհայտորեն կա, երբ հավաքական անվտանգությանը մեծ կարևորություն է տրվում, և այն կարող է ընդլայնվել:

Ըստ էության, քանի դեռ երկու կողմերի միջև հարաբերություններ չկան, Հայաստանը կարող է դեմ լինել և արգելափակել Ադրբեջանի դիտորդության հարցը, թեև ՀԱՊԿ-ում դրանով բոլորը հետաքրքրված են։
