Օրերս ՆԱՏՕ-ի գլխավոր քարտուղար Յենս Ստոլտենբերգը հեռախոսազրույց է ունեցել Իլհամ Ալիևի հետ։ Ավելի ուշ սոցցանցային իր գրառման մեջ նա նշել է. «Քննարկեցինք տարածաշրջանային անվտանգության հետ կապված հարցերն ու ռուսական ուժերի կուտակումն ուկրաինական սահմանների մոտ, ներառյալ նաև դրա հետևանքներն էներգետիկ շուկաների վրա»։ Ստոլտենբերգը նաև ասել է, թե Ադրբեջանը գազի հուսալի մատակարար է։

Ի դեպ՝ վերը նշված հեռախոսազրույցի հետ կապված Ալիևի մամուլի ծառայությունը մի փոքր այլ հաղորդագրություն է տարածել՝ շեշտելով, որ մտքեր են փոխանակվել Հարավային Կովկասում հետկոնֆլիկտային իրավիճակի հետ կապված, անդրադարձ են կատարել Ուկրաինայի շուրջ տիրող զարգացումներին, նաև խոսվել է էներգետիկ շուկաներում տիրող այժմյան վիճակի մասին։

Այս հանգամանքի հետ կապված կարևոր է դիտարկել որոշակի առանցքներ, որոնք կարևոր է հետագա վերլուծությունների ու տրամաբանված եզրահանգումների պարագայում։

Կարևոր է փաստել, որ որպես կանոն ՆԱՏՕ-ի գլխավոր քարտուղարը մասնավոր հեռախոսազրույցներ ունենում է դաշինքի անդամ պետությունների ռազմական գերատեսչությունների, երբեմն՝ արտաքին քաղաքական գերատեսչությունների ղեկավարների հետ։ Հետևաբար՝ դաշինքի անդամ չհանդիսացող երկրի ղեկավարի հետ հեռախոսազրույցն արդեն որպես փաստ ուշագրավ է, չասելու համար՝ ինչ-որ տեղ՝ նաև ինտրիգային։

Մյուս կարևոր դրվագը, դատելով Ստոլտենբերգի գրառումից, ՆԱՏՕ-ի համար առաջնահերթ կարևորության հարցը այս հեռախոսազրույցում էներգետիկայի հետ է կապված, ավելի կոնկրետ՝ Ադրբեջանի կողմից Եվրոպային գազի մատակարարման ծավալների աճի հարցն է։ Ռուս-ուկրաինական հարաբերությունների աննախադեպ սրացման ներկայիս փուլում Եվրոպայի էներգետիկ անվտանգության գլխին բավականին մութ ամպեր կան կուտակված, և սա է, թերևս, այն կարևոր դրդիչ ուժը, որով պայմանավորված՝ Ստոլտենբերգը որոշել է դաշինքի համար ոչ պրոֆիլային էներգետիկայի ոլորտին վերաբերող հարց քննարկել Ադրբեջանի հետ։ 

Ինչպես հայտնի է՝ փետրվարի 16-17-ը ՆԱՏՕ-ի պաշտպանության նախարարների հավաքի օրերն են, և այդ հավաքից մի քանի օր առաջ Ստոլտենբերգի և Ալիևի հեռախոսազրույցը ցույց է տալիս, որ գլխավոր քարտուղարն ինչ-որ հավելյալ տեղեկատվություն է ուզում ստանալ ուկրաինական ճգնաժամի հետ կապված, իսկ Ալիևը, չմոռանանք, վերջերս է Կիև այցելել։  Կարևոր է նաև ընդգծել մի նուրբ դետալ. հաշվի առնելով, որ Ալիևը ռուսական քաղաքական էլիտայի համար բավականին հարազատ մարդ է համարվում, հնարավոր է, որ Մոսկվայի ինչ-որ առաջարկներ է փոխանցել Ուկրաինայի նախագահին, ստացել պատասխաններ, դրանք իր հերթին փոխանցել Մոսկվա, և հիմա նաև Ստոլտենբերգն է փորձում շոշափել ու հասկանալ, թե կոնկրետ ինչ առաքելություն է իրականացրել Ալիևը։
