Արցախի անվտանգության խորհրդի քարտուղար Վիտալի Բալասանյանը ուղերձ է հղել Արցախի վերածննդի 34֊ամյա տարեդարձի առթիվ:

 Ուղերձը ներկայացնում ենք ստորև.

«Հարգելի՛ հայրենակիցներ,

1988 թվականի Փետրվարի 20-ը դարձավ մեր ժողովրդի վճռականության, սխրանքի, ազատասիրության և միասնականության խորհրդանիշը։ 

Համազգային, իրավացի և արդար Շարժումն Ադրբեջանն ընդունեց իրեն բնորոշ վայրագությամբ՝ պարտադրելով պատերազմ։ Մեծ տառապանքների և հազարավոր զոհերի գնով հասանք Գոյամարտի հաղթական ավարտին և լծվեցինք Արցախը շենացնելու սուրբ գործին, բայց թշնամին սանձազերծեց նոր արհավիրք։

Դաժան պատերազմը մեզանից խլեց հազարավոր երիտասարդներ, Ադրբեջանն օկուպացրեց մեր հողերի մեծ մասը, սակայն Արցախը վերջնականապես կործանելու ծրագիրը կրկին չիրագործվեց․մենք ընդմիշտ Արցախում ենք՝ սրբազան այս հողը պահելու անսասան կամքով համակված, քանզի մեր արմատները խորն են։

Թանկագի՛ն արցախցիներ,

Համոզված եղե՛ք, որ Արցախի իշխանությունները պատերազմից հետո գործում են՝ ստեղծելու արժանապատիվ կյանքի պայմաններ։ Ցավոք, մեր ամեն օրը չէ անվտանգ, սակայն հավատացե՛ք, որ արվում է ամեն հնարավոր բան՝ լիարժեք ապահովելու խաղաղությունը։

Շնորհավորում եմ բոլորիս Արցախի վերածննդի օրվա առթիվ, մաղթում ամուր կամք և լավատեսություն։
