Հայաստանը հինգերորդ հորիզոնականն է զբաղեցնում աշխատաշուկայի կայունության վարկանշային աղյուսակում։ Ինչպես հաղորդում է «ՏԱՍՍ» լրատվական գործակալությունը, Whiteshield Partners խորհրդատվական ընկերությունը, որը մասնագիտացած է գլոբալ ռազմավարությունների և պետական քաղաքականությունների մշակման գործում, ներկայացրել է 2022 թվականին աշխատաշուկայի կայունության իր գլոբալ ինդեքսը (Global Labour Resilience Index, GLRI) կառավարչական կրթության բնագավառի գլոբալ դաշինքի (Global Alliance in Management Education, CEMS) հետ համատեղ:

Whiteshield Partners ընկերության կողմից մշակված GLRI 2022 ինդեքսը թույլ է տալիս գնահատել, թե որ երկրներն են առավելագույնս պատրաստ ապագային՝ զբաղվածության ոլորտում: Խոցելիության կառուցվածքային գործոնների հետ մեկտեղ զեկույցում ներկայացված է երկրների վարկանիշը՝ ըստ ճգնաժամերի հետեւանքները հարթելու, դրանցից հետո վերականգնվելու, աշխատատեղեր ստեղծելու եւ հետագա հեռանկարներին հարմարվելու ունակության:

Տարածաշրջանային վերլուծությունը ցույց է տալիս, որ Կենտրոնական Ասիայի եւ Հարավային Կովկասի երկրներն ունեն աշխատաշուկայի կայունության մեծությամբ չորրորդ մակարդակ՝ վերջին հինգ տարում ցույց տալով դրա կայուն բարելավում: Վարկանշային աղյուսակում առաջին տեղն զբաղեցնում է Ռուսաստանը (59,7 միավոր), որին հաջորդում են Վրաստանը (59,4) եւ Ղազախստանը (59,3): Թուրքիան եւ Հայաստանը զբաղեցնում են չորրորդ եւ հինգերորդ տեղերը GLRI վարկանիշներով, որոնք կազմում են, համապատասխանաբար, 58,0 եւ 57,2:

Տարածաշրջանում ամենացածր ցուցանիշներն են գրանցվել Ղրղզստանը (55,7) եւ Տաջիկստանը (50,2): Ադրբեջանը 56,9 բալ GLRI վարկանիշով վերջին հինգ տարում հաջողությամբ առաջընթաց է գրանցել տարածաշրջանում: Կառուցվածքային հիմքի զգալի բարելավումներն օգնել են երկրին GLRI-ի վարկանիշում բարձրանալ ավելի քան 30 հորիզոնականով:

Whiteshield Partners ընկերության հատուկ խորհրդական և տնօրեն, տնտեսագիտության գծով Նոբելյան մրցանակի դափնեկիր Քրիստոֆեր Պիսարիդեսը հայտարարել է. «GLRI-ը գնահատում է աշխատանքի շուկաների կայունությունը եւ առանձնացնում է առաջնային բնագավառները նման կայունության բարձրացման համար։ Ամենահրատապ խնդիրներից մեկը պետական և մասնավոր հատվածների համագործակցության անհրաժեշտությունն է՝ աշխատանքի շուկաներում ցանկացած ընդհատումների երկարաժամկետ հետևանքների վերացման համար քաղաքականության ռազմավարական բարեփոխման մշակման և իրականացման գործում»:

Ընկերության հիմնադիր և գործընկեր Ֆադի Ֆարան ընդգծել է. «Այնպիսի ճգնաժամերը, ինչպիսիք են Covid-19 համավարակը, նպաստում են աշխատանքի շուկաներում խզումների կրճատման ակտիվ գործողություններին։ Քաղաքականության մշակողներին անհրաժեշտ է խնդիրների ժամանակավոր կամ կարճաժամկետ լուծումները վերափոխել կառուցվածքային փոփոխությունների՝ վերականգնման փուլին անցմանը զուգնընթաց»։

Whiteshield Partners ընկերության խորհրդատու Ալթընայ Արապովան նշել է. «Չնայած Covid-19 համավարակի պատճառով առաջացած խափանումներին՝ Ադրբեջանը կարողացել է վարկանիշում հայտնվել աշխատաշուկայում իր բարձր ցուցանիշների շնորհիվ»:
