34 տարի առաջ՝ փետրվարի 27-29-ը, Ադրբեջանական ԽՍՀ իշխանությունների ծրագրմամբ և իրավապահների թողտվության պայմաններում իրականացվեցին Սումգայիթ քաղաքի հայ բնակչության ջարդերը, որոնց զոհ գնացին հարյուրավոր հայեր, այդ թվում՝ կանայք, երեխաներ և ծերեր, իսկ հազարավորները` բռնի տեղահանվեցին։

Հայերի դեմ կազմակերպված զանգվածային սպանությունները և խոշտանգումները, որոնք նպատակ ունեին բռնի ուժով ճնշելու Արցախի հայության ժողովրդավարական կամարտահայտումը և առկա իրավական մեխանիզմների հիման վրա իր ինքնորոշման անքակտելի իրավունքի իրացումը, հետագայում շարունակվեցին Բաքվում, Կիրովաբադում և Ադրբեջանի այլ հայաշատ բնակավայրերում. Լեռնային Ղարաբաղի ժողովրդի կողմից իր հայրենիքում ազատ և անվտանգ ապրելու կամքի բարձրաձայնմանն Ադրբեջանը պատասխանեց հայերի նկատմամբ հավաքական պատժի քաղաքականության իրագործմամբ, որը հետագայում վերաճեց Լեռնային Ղարաբաղի ժողովրդի դեմ լայնածավալ պատերազմի սանձազերծման։

Սումգայիթում տեղի ունեցած հայերի ջարդերը միջազգային լայն արձագանք ստացան, համապատասխան դատապարտող բանաձև ընդունվեց Եվրոպական խորհրդարանի կողմից։

Շարունակելով նույն քաղաքականությունը՝ 2020 թ. սեպտեմբերի 27-ին Արցախի դեմ ագրեսիայի ընթացքում ադրբեջանական զինված ուժերն ամբողջական էթնիկ զտումների ենթարկեցին իրենց վերահսկողության ներքո հայտնված բոլոր հայկական բնակավայրերը՝ դաժան հաշվեհարդար տեսնելով բազմաթիվ պատանդառված քաղաքացիական անձանց և ռազմագերիների նկատմամբ, ոչնչացվեցին և վանդալիզմի ենթարկվեցին հայկական մշակութային և կրոնական կոթողներ ու սրբավայրեր։

2021թ. դեկտեմբերի 7-ին ՄԱԿ-ի Միջազգային դատարանի կողմից «Ռասայական խտրականության բոլոր ձևերի վերացման մասին» միջազգային կոնվենցիայի շրջանակներում հրատապ միջոցներ կիրառելու վերաբերյալ որոշումը ցույց տվեց, որ Սումգայիթի ոճրագործությունից ավելի քան երեք տասնամյակ անց Ադրբեջանի կողմից շարունակվում է հայերի նկատմամբ ռասայական ատելության և հայկական մշակութային ժառանգության ոչնչացման քաղաքականությունը:

Այսօր մենք հարգանքի տուրք ենք մատուցում Սումգայիթում և այլ բնակավայրերում իրագործված զանգվածային հանցագործությունների անմեղ զոհերի հիշատակին և արձանագրում, որ հայատյացությունը և ուժի կիրառման սպառնալիքը շարունակում է մնալ Ադրբեջանի պետական քաղաքականությունը, ինչն ակնհայտորեն հակասում է խաղաղ, զարգացող և կայուն տարածաշրջան ունենալուն ուղվված տարածաշրջանային և միջազգային ջանքերին:
