Վստահ եմ շատերդ կհամաձայնեք իմ այն պնդմանը, որ գործող խորհրդարանը նորանկախ Հայաստանի, թերևս, ամենատխուր ԱԺ-ն է։ Խորհրդարանական հանրապետությունում իշխանության առաջնային մանդատ կրող մարմինը, մեղմ ասած, այլևս հետաքրքիր չէ։ Մարդկանց հիմնական մասը դրա աշխատանքներին հետևում է մոտավորապես այնպես, ինչպես ուղեղին հանգստի ուղարկելու ժամերին դիտում են սիթքոմներ՝ գուցե տափակության մեջ որևէ ինտրիգ կամ զվարճալի դրվագ գտնելու հույսով։

Ակնհայտ է, որ ՀՀ խորհրդարանը եթե հետաքրքիր է, ապա այլևս միայն նրանով, թե իշխանության պատգամավորներից որ մեկը մյուսին կարող է գերազանցել հակաբանականությամբ ու ճղճիմությամբ։ Առաջատարները, իհարկե, իշխանական պատգամավորներն են։ Պատկերը մռայլ է ամբողջության մեջ. խորհրդարանում գեներացվում է ոչ թե քաղաքական միտք, այլ տեղի է ունենում քաղաքականության մեմի պերֆորմանս։ Իսկ դա նշանակում է, որ չնայած թվացյալ հանդարտությանն ու քաղաքականության անշարժությանը, երկրում առկա է խորը քաղաքական ճգնաժամ, քանի որ պետությունը չի կարող գոյատևել ու, առավել ևս, զարգանալ առանց քաղաքական մտքի։ Իսկ եթե ընդունենք, որ խորհրդարանում քաղաքական միտքը թաղվել է այն պատճառով, որ երկրում ընդհանրապես այն գոյություն չունի, նշանակում է՝ հաշտվել Հայաստանի՝ որպես պետության վախճանի հետ։

Իրականում, սակայն, խորհրդարանի անգործությունից ամենևին չի բխում, որ երկրում քաղաքական միտքը չորացել է։ Ճիշտ հակառակը՝ տևական ժամանակ հանրային ամենատարբեր շերտերում ու խմբերում ընթանում են դեռևս լատենտ քննարկումներ, որոնք առայժմ չեն վերածվել քաղաքական գործընթացի։ Սակայն այդ քննարկումները վկայում են, որ խորհրդարանից, գործող քաղաքական ստատուս-քվոյի շրջանակներից դուրս գեներացվում են մտքեր, գաղափարներ, ծրագրեր, որոնք ինչ-որ պահի, ինչ-որ ձևաչափով կարող են առնվազն դառնալ քաղաքական փոփոխությունների մեկնարկի պատճառ։

Ըստ էության, գործող խորհրդարանն իր ամբողջության մեջ և իր անհամարժեքությամբ ընդամենը խոչընդոտում է, որ առողջ ու կենսունակ քաղաքական միտքն ազդեցություն ունենա քաղաքականության վրա։ Իշխանությունն օկուպացրել է երկրի թիվ մեկ քաղաքական ամբիոնը՝ քաղաքականության իմիտացիայով խոչընդոտելով իրական քաղաքական գործընթացների ծավալումը։ Բայց գրավված ամբիոնն ամենևին չի նշանակում գրավել նաև մարդկանց մտքերն ու հույզերը, լռեցնել քաղաքական խոսքը։ Այն ճիշտ պահին հնչելու է, բայց կարևոր է ոչ միայն այդ խոսքի ուղղակի բարձրաձայնումը, այլ այն, որ դա ունենա գործառութային նշանակություն և սկիզբ դառնա սկզբում՝ հանրային մտածողության, ապա նաև՝ վարքագծի փոփոխության համար։

Միանշանակ է, որ պետությունն ու հասարակությունը չեն կարող պատանդ դառնալ քաղաքական համակարգին, իսկ իրականում նրան, ինչն այսօր գրավել է նոմինալ քաղաքական համակարգը՝ խոչընդոտելով իրական քաղաքականությանը։ Այդ գրավմամբ պայմանավորված՝ քաղաքական անհամարժեքությունը պրոյեկցվել է նաև պետության վրա, անհամարժեք քաղաքական համակարգի պատճառով մենք այսօր ունենք նաև անհամարժեք պետություն, ինչի շարունակվելու դեպքում կարող է կասկածի տակ հայտնվել ընդհուպ պետության գոյությունը։

Ամփոփելով նշենք, որ Հայաստանի առջև ծառացած բոլոր խնդիրները քաղաքական են և կարող են ունենալ միայն քաղաքական լուծումներ։ Բայց դա գործնականում անհնար է, քանի դեռ քաղաքական ամբիոնը բռնազավթված է բոլոր նրանց կողմից, ովքեր հանդիսանում են երկրում քաղաքականության չգոյության հիմնական շահառուները։
