Պուտինյան ռեժիմը չի հանդիսանալու մեր անվտանգության երաշխավորը 

Այս թեմայի մասին Orer.am կայքը զրուցել է իրավապաշտպան Արթուր Սաքունցի հետ։ 

Հարցին թե ի՞նչ է տեղի ունենում Արցախի ու Հայաստանի շուրջ իրավապաշտպանն ասաց.  « Արցախում այսօր վտանգված են արցախցիների անվտանգությունն, իրենց պետության տարածքում, իրենց բնակավայրերում ապրելու տարրական հնարավորությունները։ Եվ շարունակաբար իրականացվող սպառնալիքներն արդեն դրսևորվում են կոնկրետ զինված գործողությունների տեսքով՝ ի հեճուկս այն հանգամանքի, որ այդ բաժանարար գծում անվտանգություն պետք է ապահովեն ռուսական խաղաղապահ ուժերը։ Ուղղակի ուշադրություն դարձնենք մի փաստի, որ նախորդ տարի, երբ Շուշիի մերձակա տարածքում խաղաղ բնակիչները վերանորոգում էին ջրագիծ, ի դեպ, այդ ջրագիծն անհրաժեշտ է եղել հենց ռուսական խաղաղապահների ջրամատակարարման համար, ռուս զինվորների ներկայությամբ նրանց անմիջական հսկողության տարածքում ադրբեջանցիները կրակահերթ էին արձակել, ինչի հետևանքով մասնագետներից մեկը զոհվել էր, մյուսները՝ վիրավորվել։ Սա ռուսական խաղաղապահ ուժերի վերահսկողության տարածքներում ու նրանց ներկայությամբ է տեղի ունենում։ Եվ, ցավոք սրտի, այս վիճակում մենք հայտնվել ենք՝ սկսած 1997 թվականից, երբ հայ-ռուսական փոխօգնության և այլ պայմանագրեր կնքվեցին, զուգահեռ այն իրավիճակի, երբ 1995-96 թվականներին Մերձբալթյան պետությունները հստակ դիրքորոշում ունեցան եվրատլանտյան ինտեգրման ուղղությամբ։ 2013 թվականին ուժի սպառնալիքի ներքո ստիպեցին, և Հայաստանը ենթարկվեց՝ հայտարարելով, որ չի ստորագրելու Արևելյան գործընկերության ասոցացման համաձայնագիրը։ Ի դեպ, այդ քայլն անվտանգության նկատառումներով էին հիմնավորում, բայց 2016 թվականի պատերազմը ցույց տվեց, որ որևէ անվտանգություն չի ապահովվում։ 2018 թվականի հեղափոխությունից հետո պետք էր առաջին հերթին փոխել այդ անվտանգային համակարգը։ Մինչև 2018 թվականը փաստերն առավել քան ակնհայտ էին՝ հիմնավորելու համար, որ այն անվտանգության համակարգը, որը ձևավորվել էր միայն ՌԴ ու պուտինյան ռեժիմի շահերը ու ծավալապաշտական նկրտումներն սպասարկելու համար, ընդհանրապես որևէ երշախիք չի հանդիսացել ու նպատակ էլ չկա, որ երաշխիք հանդիսանա Հայաստանի ու Արցախի անվտանգության ապահովման համար։ Այստեղ ուզում եմ հիշեցնել սպառազինությունների մեծածավալ վաճառքն Ադրբեջանին, Ադրբեջանի հետ ռազմավարական դաշնագիր ստորագրելը։ Այսինքն՝ սա ուրիշ ի՞նչ է, եթե ոչ փաստ, որ Ռուսաստանը, պուտինյան ռեժիմը չի հանդիսանալու մեր անվտանգության երաշխավորը։ Ակնհայտ է, որ 2013 թվականին Սերժ Սարգսյանը սպառնալիքների տակ հրաժարվեց ստորագրել Ասոցացման համաձայնագիրը, բայց հայտնի է այն դրույթը, որ եթե դու հանձնում ես ազատությունդ՝ հանուն անվտանգության, ապա կորցնում ես և ազատությունդ, և անվտանգությունդ։ Այս սկզբունքը՝ պատմությամբ բազմիցս հիմնավորված, 2018 թվականի հեղափոխությունից հետո չդրվեց ՀՀ իշխանության քաղաքականության հիմքում։ Մեզ ժամանակ չտվեցին և չէին տալու, որպեսզի անվտանգության համակարգերում փոփոխություն կատարեինք, բայց դա չէր նշանակում, որ չպետք է կատարեինք, առնվազն գոնե ռեսուրսների ներգրավման տեսակետից։ Նկատի ունեմ դիվանագիտական, էներգետիկ, տնտեսական ռեսուրսներ »։
