«Փաստ» օրաթերթը գրում է

Վանաձորի ավագանու ընտրություններում հաղթած դաշինքի ղեկավարին՝ Մամիկոն Ասլանյանին անազատության մեջ պահելով և ընտրված ավագանու նիստերն արգելելով՝ գործող իշխանությունները փաստացի քաոս են ստեղծել հանրապետության երրորդ քաղաքում: Քանի որ ավագանու նիստեր չեն հրավիրվում, ապա հնարավոր չէ քաղաքի կենսագործունեության համար անհրաժեշտ որոշումներ ընդունել:

«Փաստի» տեղեկություններով, ապրիլի 1-ից հնարավոր է՝ համայնքապետարանը նույնիսկ աշխատավարձեր չկարողանա վճարել, միևնույն ժամանակ ավարտվում է աղբահանության պայմանագիրը: Եվ ընդհանրապես, քաղաքում գնալով կուտակվում են բազում խնդիրներ: Մեր աղբյուրների փոխանցմամբ, իշխանությունը Վանաձորի հետ կապված ակտիվ փնտրտուքների մեջ է՝ ստեղծված վիճակը հօգուտ իրենց կարգավորելու համար օրենսդրական «լազեյկաներ» գտնելու կամ, եթե պետք լինի, փոփոխություններ անելու: Մենք արդեն նշել ենք, որ Նիկոլ Փաշինյանը Վանաձորում ուզում է համայնքի ղեկավարի ժ/պ նշանակել, թեպետ իրավաբաններն ասում են, որ դրա համար օրենսդրական հիմքեր չկան:

Ավելին, ցանկանում են գտնել միջոցներ՝ ժ/պ-ին հավել յալ լիազորություններ տալ, որպեսզի կարողանա ընդունել այնպիսի որոշումներ և ստորագրել այնպիսի փաստաթղթեր, որոնք ավագանու լիազորությունների տիրույթում են: Մեր ունեցած տեղեկություններով, վերջնական նպատակը Վանաձորում արտահերթ ընտրություններ անցկացնելն է: Ըստ այդմ, նախնական որոշում կա ապրիլի վերջին վաղաժամկետ դադարեցնել ավագանու լիազորությունները՝ հենվելով օրենքի՝ «եթե հերթական նստաշրջանի ընթացքում ավագանու նիստերը երեք ամսից ավելի չեն գումարվում» ձևակերպման վրա:

Սակայն բանն այն է, որ այս դեպքում կա երկու խնդիր. նախ՝ այս ընթացքում մեկ նիստ գումարվել է, որը արդարադատության նախարարությունը փաստացի իրավաչափ է համարել, և երկրորդ՝ հետագայում նիստեր չեն գումարվել սոսկ դատարանի որոշման պատճառով: Մի խոսքով, իշխանությունները Վանաձորի թեմայով շատ խառն են և որոշում ունեն ամեն ինչ անել՝ Վանաձորը ևս «զավթելու» համար. օրենքով լինի, թե ոչ...
