Իշխանությունը ՏԻՄ-երը զավթելու նոր նախաձեռնություն է մշակել։ ՔՊ պատգամավորներ Արփի Դավոյանը, Վլադիմիր Վարդանյանը, Վահագն Հովակիմյանը շրջանառության մեջ են դրել նախագիծ, որով առաջարկում են՝ այն համայնքներում, որտեղ ինչ-ինչ պատճառներով համայնքապետեր չեն ընտրվում, հնարավորություն տալ վարչապետին՝ ժամանակավոր պաշտոնակատարներ նշանակել։ «Ներկայացվող նախագծով նախատեսվում է, որ եթե օրենքով միավորված համայնքի ավագանու առաջին նիստն ավագանու լիազորությունները ստանձնելու պահից 20 օրվա ընթացքում չի գումարվում, կամ ավագանու լիազորությունները վաղաժամկետ դադարեցվում են, ապա ՀՀ վարչապետը նշանակում է համայնքի ղեկավարի պաշտոնակատար՝ մինչեւ օրենքով սահմանված կարգով նորընտիր համայնքի ղեկավարի լիազորությունների ստանձնումը»։

Հիմնավորման մեջ նշվում է, որ 2021 թ․ ընթացքում 45 համայնքում անցկացվեցին ընտրություններ, սակայն մի շարք համայնքներում համայնքի ղեկավարի ընտրության գործընթացը տարբեր պատճառներով ձգձգվեց, ինչը բացասական անդրադարձ ունեցավ, իսկ որոշ դեպքերում՝ շարունակում է ունենալ համայնքների բնականոն կյանքի եւ բնակչության սպասարկման վրա։ Նշենք, որ այդ համայնքներից է Թալինը, որտեղ ՔՊ-ն ճնշումներով, քրեածին տարրերի հետ զավթեց համայնքի ղեկավարի պաշտոնը, սակայն մեծամասնություն կազմող ընդդիմադիր ավագանին չի մասնակցում, եւ համայնքում նիստեր չեն գումարվում։ Նույն վիճակն է նաեւ Վանաձորում, որտեղ Մամիկոն Ասլանյանին են բանտում պատանդ պահում։

Նշենք, որ նախագիծն այսօր հրատապ ռեժիմով քննարկվելու է Աժ արտահերթ նիստում, և 24 ժամով երկրորդ ընթերցման է դրվելու: Մի կողմից Նիկոլ Փաշինյանը երեկ խոսում էր սահմանային լարվածության և պատերազմի վերահաս վտանգի մասին, մյուս կողմից օրենսդիրի ձեռամբ՝ զբաղված է տեղերում իշխանությունը ամրապնդելու գործով:
