Ինքնին, մեղմ ասեմ, տարօրինակ էր, որ Ազգային ժողովում արտահերթ նիստից մեկ օր առաջ կառավարության նիստին ՀՀ վարչապետ Նիկոլ Փաշինյանը ժողովրդին ահազանգում էր պատերազմի վտանգի մասին, որ Ադրբեջանը պատրաստվում է հարձակվել Արցախի եւ Հայաստանի վրա, եւ անակնկալ շատ ուշ ժամին հայտնի է դառնում, որ մի խումբ պատգամավորներ նմանատիպ նախաձեռնությամբ են հանդես եկել,  իսկ քաղաքական ուժը շատ շտապ մի նախագիծ է առաջ քաշում, որը մի նպատակ ունի՝ պարզապես զավթել Վանաձորը։ Այս մասին NEWS.am-ի թղթակցի հետ զրույցում ասաց «Հայաստան» խմբակցության պատգամավոր Գեղամ Մանուկյանը։

«Քանի որ նույնիսկ ԱԺ-ում հարցուպատասխանի ժամանակ նրանք խոս, որ այս նախագծի պատճառը Վանաձորի վիճակն է, իրավիճակ, որի պատասխանատուն կրկին իշխանություն է, քանի որ իշխանությունը ոչ մի կերպ չի կարողանում համակերպվել, որ որեւէ համայնքում կարող է ոչ իշխանական թեկնածու հաղթել: Նույնը եղավ նաեւ Վարդենիսում, այլ համայնքներում, եւ այս ճգնաժամային իրավիճակում, այս լարված իրավիճակում, դա երեւէ կերպ հասկանալի չէր։ Հարկ է նաեւ նշել մի շատ կարեւոր հանգամանք. երբ կառավարության նիստին կոչ է արվում դիմել միջազգային հանրությանը, այդ պահին իշխանություններն ուղղակի փորձում են հերթական հակաժողովրդավարական քայլով զավթել մի համայնք: Ոչ մի միջազգային կառույց, ոչ մի մայրաքաղաք կամ պետություն պարզապես չի հասկանա այն լջությունը, որն այսօր կա Արցախի եւ Հայաստանի առաջնագծում»,- նկատեց քաղաքական գործիչը։

Հիշեցնենք, որ նախօրեին՝ ապրիլի 1-ին, ՀՀ Ազգային ժողովի արտահերթ նիստին պատգամավորները հավանություն տվեցին մի շարք փոփոխություններին «Տեղական ինքնակառավարման մասին» օրենքում։

Օրինագծին, ըստ էության, կողմ հանդես եկավ միայն խորհրդարանական մեծամասնությունը։ Դեմ հանդես եկավ ընդդիմադիր դաշինքի «Պատիվ ունեմ» խմբակցությունը: «Հայաստան»  խորհրդարանական խմբակցությունը կրկին բոյկոտեց քվեարկությունը։

Օրինագծի հեղինակներից մեկը՝ «Քաղաքացիական պայմանագիր» իշխող կուսակցության պատգամավոր Վահագն Հովակիմյանը նման շտապողականությունը բացատրեց հանրապետության որոշ համայնքներում տիրող իրավիճակով։ Այդպես, նրա խոսքով, տեղական ինքնակառավարման մարմինների ընտրությունների արդյունքում համայնքների կառավարման գործընթացը խախտվել էր։ Մասնավորապես, այդպիսի խնդիր էր առաջացել Հայաստանի մեծությամբ երրորդ քաղաքում՝ Վանաձորում։
