Գեներալն ընդգծելէ, որ արևմտյան երկրները ոչ միայն տեղյակ են կոպիտ խախտումների մասին, այլև փորձում են ուկրաինական իշխանություններին օգնել խուսափել պատասխանատվությունից։

Ուկրաինական կողմը խափանել է ռազմագերիների փոխանակումը, որը նախատեսված էր այսօր։ Այս մասին հայտարարել է Ուկրաինայում մարդասիրական արձագանքման հարցերով ՌԴ Միջգերատեսչական համակարգող շտաբի ղեկավար, Պաշտպանության կառավարման ազգային կենտրոնի պետ գեներալ-գնդապետ Միխայիլ Միզինցևը։
Ինչպես նշել է Միզինցևը,ուկրաինականկողմը նույնիսկ այս մարդասիրական հարցում անհետևողականություն և սեփական երկրի քաղաքացիների ճակատագրի նկատմամբ բացահայտ անտարբերություն է ցուցաբերում։
 
«Կիևիիշխանությունները երկար ժամանակ խափանում են նախապես համաձայնեցված պայմաններով ռազմագերիների փոխանակումը։ Այսօր նախատեսված ռազմագերիների փոխանակումը նույնպես խափանել է ուկրաինական կողմը»,-ասել է գեներալը։
Նրա խոսքով՝ փոխանակման համար հայտագրված 251 զինծառայողների ցանկն օրվա ընթացքումբազմիցս ճշտվել է, ռազմագերիների թիվը բազմիցս կրճատվել է:
Վերջին փուլում համաձայնեցված ցուցակը՝ ընդամենը 38 զինծառայողների անուններով, այսօր առավոտյան ուկրաինական կողմը նույնպես մերժել է՝ առանց պատճառներ նշելու։
Գեներալը Կիևին մեղադրել է ռուս ռազմագերիների նկատմամբ միջազգային մարդասիրական իրավունքը խախտելու համար։ Նրա խոսքով՝ արևմտյան երկրները ոչ միայն տեղյակ են կոպիտ խախտումների մասին, այլև փորձում են ուկրաինական իշխանություններին օգնել խուսափել պատասխանատվությունից:
«Այդ է վկայում այն, որ Կիևի ռեժիմը դեռևս ընթացիկ տարվա ապրիլի 1-ին Մեծ Բրիտանիայի արտաքին քաղաքական գերատեսչությանը տեղեկացրել է, որ ռուս ռազմագերիների հետ վերաբերմունքում մտադիր չէ պահպանել Ժնևի կոնվենցիան»,- ասել է նա:
Բացի այդ, Ուկրաինայի իշխանությունները արևմտյան երկրներին համոզում են Կարմիր խաչի միջազգային կոմիտեին դրդել հրաժարվել ռուս ռազմագերիներին հասանելիություն ստանալու փորձերից:
