Դեկտեմբերի 3-ին նշվում է Հաշմանդամների միջազգային օրը: Այն ՄԱԿ-ի Գլխավոր ասամբլեայի կողմից հայտարարվել է 1992 թվականի հոկտեմբերի 14-ին: Ասամբլեան կոչ է արել ՄԱԿ-ի անդամ պետություններին այդ օրն անցկացնել միջոցառումներ՝ նվիրված հասարակության կյանքին հաշմանդամների հետագա ինտեգրացմանը:
Հաշմանդամները հաճախ դուրս են մնում հասարակության լիարժեք կյանքից: Նրանց նկատմամբ խտրականությունը տարբեր ձեւեր է ընդունում՝ ընդհուպ մինչեւ ֆիզիկական ու սոցիալական արգելքների ստեղծումը: Ընդսմին տուժում է հասարակությունը, քանի որ հաշմանդամների ներուժի կորուստը տկարացնում է մարդկությանը:
Առողջապահության համաշխարհային կազմակերպության գնահատումների համաձայն՝ ավելի քան մեկ միլիարդ մարդ ունի հաշմանդամության այս կամ այն ձեւը: Դա համապատասխանում է աշխարհի բնակչության գրեթե 15 տոկոսին: 15 ու դրանից բարձր տարիքի 110 միլիոնից մինչեւ 190 մլն մարդ գործունեության հետ կապված զգալի դժվարություններ ունի: Հաշմանդամություն ունեցող մարդկանց շրջանում ավելի մեծ է գործազուրկ լինելու հավանականությունը:
Իր գոյության ընթացքում ՄԱԿ-ը ձգտել է բարելավել հաշմանդամների վիճակն ու նրանց կենսապայմանները: 1971 թվականին ՄԱԿ-ի ԳԱ-ն ընդունել է Մտավոր հետամնաց անձանց իրավունքների հռչակագիրը, իսկ 1975 թվականին՝ Հաշմանդամների իրավունքների հռչակագիրը, որոնցում կարեւորվում Է սպասարկման հետ կապված միատեսակ պայմանների ապահովումը: 1981 թվականին Հաշմանդամների միջազգային տարվա անցկացման արդյունքում ընդունվել է հաշմանդամների վերաբերյալ Գործողությունների միջազգային ծրագիր:
1983-1992 թվականներին ՄԱԿ-ի կողմից անցկացված Հաշմանդամների տասնամյակի գլխավոր արդյունքը դարձել է Հաշմանդամների համար հավասար հնարավորությունների ապահովման ստանդարտ կանոնների ընդունումը:
2006 թվականի դեկտեմբերի 13-ին ՄԱԿ-ի ԳԱ-ն ընդունել է Հաշմանդամների իրավունքների մասին կոնվենցիան, որն իրավապաշտպան փաստաթուղթ է՝ սոցիալական զարգացման կողմնորոշմամբ: Կոնվենցիան ուժի մեջ է մտել 2008 թվականի մայիսի 3-ին, հաղորդել է ՌԻԱ Նովոստին:
