Արցախի Հանրապետության ԱԳՆ-ն  հայտարարություն է տարածել Մարտակերտի շրջանի Մարաղա ավանի խաղաղ բնակչության կոտորածի 30-րդ տարելիցի կապակցությամբ:

Այսօր Արցախի Հանրապետության Մարտակերտի շրջանի Մարաղա ավանի խաղաղ բնակչության նկատմամբ ադրբեջանական բանակի կողմից 1991 թ․ ապրիլի 10-ին կազմակերպված դաժան հաշվեհարդարի 30-րդ տարելիցն է։ Կոտորածի պատճառով շուրջ 50 մարդ, այդ թվում՝ 30 կին, ենթարկվել է կտտանքների և գազանաբար սպանվել, մի քանի տասնյակը՝ գլխավորապես կանայք և երեխաներ, գերեվարվել է, նրանցից 19-ի ճակատագիրն առ այսօր անհայտ է։

Մարաղայի վրա Ադրբեջանի զինված ուժերի հարձակումը պայմանավորված չէր ռազմական անհրաժեշտությամբ․ նպատակը տարածքի գրավումն ու այնտեղ ապրող մարդկանց ոչնչացումն էր։ Մարաղայի տասնյակ բնակիչներ սպանվեցին միայն այն պատճառով, որ հայ էին։ Մարաղայի ջարդը, որը ծրագրվել էր Ադրբեջանի իշխանությունների կողմից նաև որպես ահաբեկման ակտ, ի ցույց դրեց Բաքվի ցեղասպան ծրագրերն Արցախի ամբողջ բնակչության նկատմամբ։

Այն փաստը, որ ադրբեջանական զինված ուժերի՝ Մարաղայում պատերազմական հանցագործություններ կատարած ստորաբաժանումների հրամանատար Շահին Տագիևն արժանացել է Ադրբեջանի ազգային հերոսի կոչման, ևս մեկ անգամ փաստում է, որ խաղաղ բնակիչների զանգվածային սպանությունը ադրբեջանական զորքի առջև դրված գլխավոր խնդիրներից էր։ Ադրբեջանական իշխանությունների այդ քայլը վերահաստատեց, որ նրանք են կրում Մարաղայում իրականացված միջազգային հակաիրավական գործողությունների ողջ պատասխանատվությունը։

Մարաղայի խաղաղ բնակիչների կոտորածը ադրբեջանական իշխանությունների կողմից ավելի քան 30 տարի կանոնավոր կերպով վարվող ցեղասպան քաղաքականության մաս է կազմում՝ սկսած Սումգայիթի դաժան ջարդերից մինչև 2020 թ․ 44-օրյա զինված ագրեսիայի ընթացքում իրագործված պատերազմական հանցագործություններ։

Միայն ուժեղ և բարգավաճող, իր պետականությունը զարգացնող, միջազգային իրավական սուբյեկտայնություն ունեցող և ողջ հայությանն իր շուրջ համախմբող Արցախը կարող է լինել Մարաղայի ողբերգության չկրկնվելու լավագույն երաշխիքը։
