Հետևելով գերակտիվ տենդենցներով տեղի ունեցող տարածաշրջանային զարգացումներին՝ ակնհայտ է, որ տեղի ունեցողը երկարատև գործընթաց է, և պետք է ճիշտ ու հարմար դասավորվել։

Երեկ հայտնի դարձավ, որ Սերգեյ Լավրովի՝ ԵԱՀԿ Մինսկի խմբի փլուզման մասին աղմկահարույց հայտարարություններից հետո Երևան է այցելել ԵԱՀԿ ՄԽ ֆրանսիացի համանախագահ Բրիս Ռոքֆոյը, ով հանդիպել է Արարատ Միրզոյանի հետ։ Հանդիպման ընթացքում կարևորվել է ԵԱՀԿ Մինսկի խմբի համանախագահության դերը՝ իր մանդատի շրջանակներում Լեռնային Ղարաբաղի հակամարտության կարգավորման գործընթացում։

Ի դեպ՝ մարտի 28-ին  Երևան էր այցելել նաև ԵԱՀԿ ՄԽ ռուս համանախագահ Իգոր Խովաևը, իսկ մարտի 14-ին ՀՀ-ն պատասխանել էր Ադրբեջանի փոխանցած առաջարկներին:  Հավելենք, որ նախօրեին ՄԽ ամերիկացի նախկին համանախագահ Ջեյմս Ուորլիքն իր հարցազրույցներից մեկում նշել էր, որ ստեղծվելուց ի վեր ԵԱՀԿ Մինսկի խումբը և համանախագահները չափազանց կարևոր դեր են կատարել կողմերի երկխոսությունը կազմակերպելու հարցում և հույս հայտնել, որ ապագայում ևս այդպես կլինի։ Նրա կարծիքով, եթե նույնիսկ նոր ձևաչափ ձևավորվի, ապա այն պետք է նման լինի ԵԱՀԿ Մինսկի խմբին, այս առումով նախկին համանախագահը կարևոր է համարում կողմերի դիրքորոշումները։ Ուորլիքը համարում է, որ այնուամենայնիվ առանց ԵԱՀԿ ՄԽ-ի էլ հակամարտությունը կարող է կարգավորվել։

Ըստ էության, ՀՀ-ի համար պետք է որ անակնկալ չլիներ ՄԽ-ի շուրջ առկա իրավիճակը, քանի որ այն շատ ավելի վաղուց գործունեություն չի ծավալում և ժամանակ առ ժամանակ այդ ձևաչափի գործունեությունը բառացիորեն հայտնվում էր փակուղում թե՛ կողմերի միջև տարաձայնությունների, թե՛ համանախագահների միջև առկա խնդիրների պատճառով։

Գաղտնիք չէ, որ ներկայումս աշխարհը հայտնվել է միջազգային հարաբերությունների արտասովոր պայմաններում, երբ մեզ հայտնի որևէ կանոն չի գործում։ Հենց այստեղ էլ առաջանում է տրամաբանական հարցը, թե ինչո՞ւ պետք է տապալվեն բոլոր ռուս-արևմտյան համատեղ աշխատանքները, ձևաչափերը ու, չգիտես՝ ինչու, պահպանվի Մինսկի խումբը։ Արևմուտքը ուղերձ է հղում, որ ՄԽ-ի բացը կարող է լրացնել, եթե դրան դեմ չեն կողմերը։ Այստեղ Ռուսաստանն էլ իր հերթին՝ կես ճշմարտություն է նշում, այնպես չէ, որ ՌԴ-ն մշտապես ոգևորված է եղել ՄԽ գործունեությամբ, մշտապես ձգտել է դրանում առաջնորդության։ Անկեղծորեն պետք է փաստենք, որ իրավիճակը փոփոխվում է, այս աննախադեպ ճգնաժամային օրերին բարդ կլիներ պատկերացնել, որ Ռուսաստանն ու ԱՄՆ-ը, Ֆրանսիան կկարողանան որևէ գոտու վերաբերյալ միացյալ փաթեթ քննարկել, ճանաչել այդտեղ ՌԴ-ի դերը։ Պետք է հարմարվել նոր իրողություններին և հնարավորինս թույլ չտալ իրավիճակի էսկալացիա առկա այն միջոցներով, որոնք կան։

Կարող ենք արձանագրել, որ, եթե ԵԱՀԿ ՄԽ-ն նպատակ ուներ վերսկսել գործունեությունը, ապա ֆրանսիացի համանախագահը ՀՀ չէր այցելի միայնակ՝ առանց ամերիկացի համանախագահի։ Նմանօրինակ այցը վկայում է, որ համատեղ աշխատելու ծրագիր գոնե այս պահին չկա, և արևմտյան համանախագահները պարզապես հարկ են համարում պարզաբանել ստեղծված իրավիճակն այն կողմին, որը դիմել է ԵԱՀԿ ՄԽ գործունեության վերականգնման համար։

Միանշանակ բարդ է անցումային ու գերլարված այս փուլում որևէ դիվանագիտական գործընթաց իրականացնել, քանի որ խաղաղությունը ևս շատ փխրուն է։ Հաշվի առնելով հանգամանքը, որ այս հարցով ևս բաց դիմակայություն է սկսվում Ռուսաստանի և Արևմուտքի միջև, հակամարտության մոտալուտ կարգավորումը քիչ հավանական է, քանի որ արտաքին միջնորդներից յուրաքանչյուրը փորձում է գործընթացն իր կողմ վեկտորել։
