2021 թվականի հուլիսի 16֊ին Արցախի Հանրապետության և Նավասարդ֊Ագրոյի միջև ի դեմս Գարիկ Նավասարդյանի կնքվել էր հուշագիր ,ըստ որի Արցախի Հանրապետության Մաճկալաշեն համայնքում պետք է մինչև ՆՈՅԵՄԲԵՐԻ 16֊ը կառուցվեր թռչնաֆաբրիկա պետության միջոցներով, որը կազմում էր 323(7)մլն դրամ ,իսկ թռչնաֆաբրիկան կառուցելուց հետո պետության ֆինանսավորմամբ (52մլն դրամ) Նավասարդ ֊Ագրոն պետք է բերի 15հազար թև թռչուն ։
Ուշադրություն դարձրեք պայմանագրի կետին , որ թռչնաֆաբրիկան կառուցելուն պես ...
Այդ պահին և այդ ընթացքում Արցախում կոնկրետ անձինք արեցին ամեն ինչ ,որ ծրագիրը ձախողի , և մինչև այսօր թռչնաֆաբրիկան պատրաստ չէ շահագործման։

Շինարարությունը որը պետք է ավարտվեր նոյեմբերի 16֊ին ,պայմանագիր է կնքել հոկտեմբերի 22֊ին , այսինքն 20 օրում պատրաստվում էին կառուցել 2000 քմ թռչնաֆաբրիկա։
Հանցագործության սկիզբը չեն նայում , քանզի իրենց հովանավորյալներն են այնտեղ կանգնած և մեղքը բարդում են Արցախին լավություն անել ցանկացող մարդու վրա։

Հետաքրքիր բան Նկատենք...
Հսկայական ծավալի շինարարության համար որևէ տենդեր չի հայտարարվել ,իսկ երբ ժամանակին Գարիկն ասում էր , որ դա քիչ ծախսի խնդիր է ինչի եք թվերն ուռճացնում, հանդիպեց ընդվզման , կամ ավելի կոպիտ ասած գողերը սկսեցին բարձր գոռալ բռնեք գողին ։

Երեկ դատարանը առաջադրել է շինծու մեղադրանք ,իբր Գարիկը հավերի գումարը հափշտակել է , այնինչ իրենք գյուղատնտեսության ներկայիս նախարարի կրկնակի այցով համոզվել են ,որ հավերը գտնվում են Հայաստանում, և երեկ ,և այսօր և վաղը Գարիկը ասում է ,դուք ֆերման սարքել եք՞ ...
Պետք է սարքել ու գրավոր պահանջել հավերը , մինչև այսօր ոչ ֆերման է ավարտական փուլում ,ոչ էլ Նավասարդ֊ագրոյից հավ են ուզել ։
Բայց Գարիկին որոշել են բռնել ։
Փաստաբանի այն հարցին , թե 323մլն դրամի ֆերման մինչև հիմա չեք սարքել ,դա հափշտակություն չէ, վերջից եք գալիս ,ու այն զավեշտալի կետից ,որ Գարիկը չի բերել հավերը ։
Հարց որտեղ պետք է բերի հավերը Գարիկը , եթե մինչև այսօր թռչնաֆաբրիկան չունի կոմունիկացիա, որ գոնե սարքավորումների միացումները տրվի ։

Պահանջում եմ ՀՀ Արդարադատության հստակ գնահատականին։
Ի դեպ Գարիկին բռնի ուժով անօրինական Արցախի ոստիկանության են հանձնել Գեղարքունիքի մարզի Սևանի ոստիկանության բաժնի աշխատակիցները ոստիկանապետ Սուրեն Ջանիկյանի անմիջական մասնակցությամբ։
