Մեր հանձնաժողովի փորձագետների հետ այցելել եմ ՀՀ ԱՆ «Արմավիր» քրեակատարողական հիմնարկ՝ ծանոթանալու մարդու իրավունքների պաշտպանությանն առնչվող խնդիրներին, ինչպես նաև հանդիպելու մի քանի դատապարտյալների և կալանավորների հետ։
 
✔️Նախ արձանագրեցինք, որ «Արմավիր» քրեակատարողական հիմնարկում կալանավորների և դատապարտյալների քանակը անհամեմատ ավելացել է, և ՔՀԿ-ում աշխատանքը խիստ ծանրաբեռնված է։
✔️ Ահազանգ էի ստացել, որ այցելուները մինչ ուշ գիշեր սպասում են, որպեսզի կարողանան հանձնուքի փոխանցում իրականացնել։
Մարդիկ չեն կարողանում իրենց հարազատներին տնական սնունդ հասցնել: ՔՀԿ պետը բացատրեց, որ հանձնուքների ընդունումն իրականացվում է միայն աշխատանքային ժամերին, իսկ հերթեր իսկապես կան, որի գոյացման պատճառը հանձնուքների ստուգման ժամանակատար գործընթացն է։ Օրական 70-80 հանձնուք հազիվ են կարողանում ստուգել, ներս թողնել: Պարզվում է՝ բազմաթիվ փորձեր են կատարվում ամենատարբեր եղանակներով ՔՀԿ մտցնել արգելված իրեր, այս պատճառով էլ պատշաճ ստուգումը երկար ժամանակ է պահանջում։
Վստահեցրեց, որ աշխատանքներ են տարվում, որպեսզի քրեակատարողական հիմնարկում հանձնուքների ընդունման 2-րդ կետ բացվի։
 
✔️ՔՀԿ պետը նշեց նաև, որ փորձեր են արվում հաստատություն մտցնել թմրանյութեր՝ հիմնականում կանանց մարմինները օգտագործելով որպես թաքստոց, իսկ ՔՀԿ-ն համապատասխան սքանավորման սարքավորումներ չունի՝ դրանք հայտնաբերելու համար։
 
✔️Արձանագրեցինք, որ բուժկետում բացակայում է նյութատեխնիկական ապահովվածությունը․ նախ բուժկետի հնարավորությունները խիստ սահմանափակ են, և գրեթե ցանկացած առողջական խնդրի դեպքում կարիք է լինում, որպեսզի կալանավորներին կամ դատապարտյալներին ուղեկցեն որևէ բուժական հաստատություն: Առողջական խնդիրներով դիմողները շատ են, իսկ ՔՀԿ-ն ռեսուրսներ չունի մարդկանց հասցնելու քաղաքացիական հիվանդանոց: Եւ չնայած ուղեկցող գումարտակի ծառայակիցները ավելացել են, այնուամենայնիվ, օրական 2 հոգու է հնարավոր լինում ուղեկցել բուժական հաստատություն: Այսինքն՝ առկա է հետազոտությունների ուղարկելու անհնարինություն։
 
✔️Վերջերս այս ՔՀԿ-ում ինքնասպանության փորձ էր տեղի ունեցել: ՔԿՀ պետը տեղեկացրեց, որ այս առիթով նյութեր են նախապատրաստվում, կատարվում է ծառայողական քննություն։ Նշյալ կալանավորը արդեն դատպարտյալ է, և այս պահին կրում է իր պատիժը այլ խցում:
