Հուլիսի 1-ից ուժի մեջ է մտնելու «Անկանխիկ գործառնությունների մասին» ՀՀ օրենքը։

Օրենքի համաձայն՝ 2022թ․ հուլիսի 1-ից Հայաստանի Հանրապետության տարածքում 300 հազար ՀՀ դրամը գերազանցող օրենքով սահմանված գործարքները պետք է իրականացվեն անկանխիկ եղանակով: Ընդ որում՝ առանձին գործարքների, օրինակ՝ կրթաթոշակների, պետական գնումների, բժշկական, կրթական, նոտարական, փաստաբանական, այդ թվում՝ խորհրդատվական ծառայությունների դիմաց կատարվող վճարների մասով, սահմանվել է դրանք ամբողջությամբ անկանխիկ իրականացնելու պահանջ։

«Անկանխիկ են լինելու նաև աշխատավարձերը, բանկերի, վարկային կազմակերպությունների կողմից տրամադրվող վարկերը և փոխառությունները: Տրամադրված փոխառությունների մարումը, ապահովագրական հատուցումները ևս կատարվելու են անկանխիկ եղանակով:

Հայտնում ենք, որ ՀՀ տարածքում գործունեություն ծավալող առևտրային բանկերից երկուսը, մասնավորապես՝ «ԱԿԲԱ ԲԱՆԿ» ԲԲԸ-ն և «ԱՄԵՐԻԱԲԱՆԿ» ՓԲԸ-ն, Հայաստանի Հանրապետության Կենտրոնական բանկի բաց օֆերտայի և բանկերի միջև տեղի ունեցած քննարկումների հիման վրա, հանձն են առել և իրականացրել են համապատասխան մեծածավալ ներդրումներ և աշխատանքներ՝ շահառուների մոտ ՀԴՄ սարքերի միջոցով անկանխիկ վճարումներ ընդունելու համակարգի ակտիվացման նպատակով։

Հայտնում ենք ձեզ, որ կարող եք դիմել նշված բանկեր համապատասխան ծառայությունները ստանալու համար: Միաժամանակ այն հարկ վճարողները, ովքեր մինչ օրս չեն ունեցել նման հնարավորություն, ևս կարող են օգտվել նշյալ համակարգից՝ հնարավորինս նվազագույն սակագներով:

Նշյալ տեղեկատվության մասին հարկ վճարողները համապատասխան ծանուցում կստանան նաև ՀՀ պետական եկամուտների կոմիտեի «Հարկատու-3» տեղեկատվական հարթակի միջոցով: Ընդ որում՝ համապատասխան ծանուցումը ստանալուց և սպասարկող բանկի մասին տեղեկանալուց հետո ՀԴՄ սարքի վրա ծրագրի ակտիվացումը կատարվելու է բանկի կողմից:

Ընդ որում՝ Օրենքի 4-րդ հոդվածի 9-րդ մասի համաձայն՝ ՀՀ կենտրոնական բանկն իր նորմատիվ իրավական ակտերով կարող է սահմանել անկանխիկ գործառնությունների համար միջնորդավճարների առավելագույն և նվազագույն սահմանաչափերը, ինչպես նաև դրանց վճարման դեպքերը, կարգը և պայմանները: Այս առումով, Կենտրոնական բանկը պարբերաբար վերլուծելու է ՀՀ բանկերի կողմից գանձվող միջնորդավճարների սահմանաչափերը և աշխատանքներ է իրականացնելու դրանց օպտիմալացման ուղղությամբ:

Շրջանառության ծավալների մեծացմանը զուգընթաց սպասվում են սակագների հետագա վերանայումներ՝ նվազման ուղղությամբ», - ասված է ՀՀ կենտրոնական բանկի հայտարարությունում։
