Դատապարտում ենք իրավապահ պաշտոնյաների կողմից ուժի չափից ավելի գործադրումը, ողջունում հետաքննություններ սկսելու վերաբերյալ հաղորդումները․ ՀՀ-ում ԱՄՆ դեսպանը պատասխանում է իմ հրատապ նամակին
Ինչպես ավելի վաղ հայտարարել էի, hունիսի 3-ին ՀՀ ոստիկանության ծառայողների կողմից հատուկ միջոցների կիրառման կապակցությամբ հրատապ դիմել էի միջազգային գործընկերներիս, ՀՀ-ում հավատարմագրված դեսպաններին։
 
Ներկայացրել էի մասնագետների ահազանգերն առ այն, որ օգտագործված հատուկ միջոցների պիտանելիության ժամկետը սպառվել է, և մասնագետների վկայությունների համաձայն՝ ժամկետանց զինամթերքը պատճառ է դարձել, որ ցուցարարներն ու ոստիկաններն ավելի ուժեղ վնասվածքներ ստանան։ Գործընկերներիս հայտնել էի բողոքի ակցիա իրականացնող ընդդիմադիրների պնդումները, որ ոստիկանությունը նախապես չի տեղեկացրել ցուցարարներին հատուկ միջոցների կիրառման մասին։
Խնդրել էի բարձրացված հրատապ խնդիրները պահել հատուկ ուշադրության կենտրոնում, հրապարակային մեկնաբանություններ անել բողոքի ձայն բարձրացնող ցուցարարների նկատմամբ ոստիկանության անթույլատրելի օպերացիաների վերաբերյալ, քանզի հրապարակային խոսքը կարող է կանխարգելիչ ազդեցություն ունենալ։
 
Հերթական պատասխանն եմ ստացել ՀՀ-ում ԱՄՆ դեսպան Լին Թրեյսիից։ Վերջինս հայտնում է հետևյալը․ «ԱՄՆ-ը արտահայտվելու ազատության և խաղաղ բողոքի իրավունքի հավատարիմ աջակից է։ Միաժամանակ մենք դատապարտում ենք սադրիչ գործողություններն ու սպառնալիքները իրավապահ պաշտոնյաների նկատմամբ, ինչպես նաև վերջիններիս կողմից չափից ավելի ուժի գործադրումը։ Մենք ողջունում ենք այն հաղորդումները, որ իշխանությունը հետաքննություններ է սկսել չափից ավելի ուժի գործադրման որոշ դեպքերի մասով։ Կարևոր է, որ նման հետաքննությունները շարունակվեն, և չարաշահումների պատասխանատուները պատասխանատվության ենթարկվեն»։
 
Ինձ մնում է հույս հայտնել, որ սկսված հետաքննությունները ձևական բնույթ չեն կրի, և իսկապես ապօրինություն գործած, բռնի ուժ կիրառած իրավապահները կպատժվեն: Հակառակ դեպքում կստացվի, որ Նիկոլ Փաշինյանի իշխանությունը միջազգային հանրության աչքերը փակելու համար ողջունում է քրեական գործերի հարուցումը, արդյունքում վիճակագրություն է ապահովվում, բայց շոշափելի արդյունքի ականատես չենք լինում։ Իր հերթին ձևական պատիժը՝ իմաստազուրկ է։
