Առաջին խնդիրը, որը պետք է իշխանությունը լուծեր՝ համակարգող շտաբի ստեղծումն էր, որում պետք է ընդգրկվեին նույնիսկ նվազագույն չափով դեպքի հետ առնչություն ունեցող մարմինները։
Այս ողբերգությունը և դրա հետևանքների վերացման ուղղությամբ աշխատանքները շատ դեպքերում հիշեցնում են 44-օրյա պատերազմը՝ կազմակերպչական, կառավարման և մարդկային ռեսուրսների ներգրավման առումով։
Չնայած առանձին ծառայությունների՝ հրշեջների, փրկարարների, առանձին ոստիկանների անձնազոհ ջանքերի, պետք է արձանագրենք, որ ամենամեծ խնդիրը իրավիճակը ճիշտ ախտորոշելն ու անհրաժեշտ ռեսուրսների ներգրավումն է։
Շատ քննարկվեց կամավորների ներգրավման հարցը։ Եթե դրա անհրաժեշտությունը կա/կար, ապա մարդկանց մոբիլիզացիան պետք է լիներ հստակ՝ կոնկրետ կառույցի կողմից, այլ ոչ թե դրա մասին դեպքի վայրում ասեր որևէ ոստիկան կամ ԱԻՆ օպերատորի հետ կապ հաստատած քաղաքացի։
Աշխատանքների առանձնահատկությունն ու ծավալը հաշվի առնելով կարծում եմ, որ բնակչության կամ նրա առանձին խմբերի մոբիլիզացիայի խնդիր չկա։
ԱԻՆ-ի տարբեր ստորաբաժանումների, մարզային վարչությունների, դեռ չեմ խոսում՝ ոստիկանության զորքերի ներգրավման միջոցով, կարելի է աշխատանքը օպերատիվ կազմակերպել։
Բայց կրկնում եմ՝ աշխատանքների արդյունավետ կազմակերպման և համապատասխան ռեսուրսների ներգրավման համար պետք է շտաբ ձևավորվի, որը կկարգավորի կամավորների հնարավոր ներգրավումից մինչև լուսաբանման հետ կապված հարցեր։
Թեմային ցանկացած անդրադարձ անելիս միշտ պետք է ուշադիր լինել՝ որևէ ձևով չվիրավորել այն մարդկանց հույզերը, ովքեր այս ողբերգական միջադեպի հետևանքով ընտանիքի անդամ, հարազատ կամ ընկեր են կորցրել։ Մեր մի քանի տասնյակ հայրենակից վիրավորվել/վնասվածք է ստացել, իսկ որոշ մարդկանց որոնողական աշխատանքները շարունակվում են։
Ցավակցություններս այս միջադեպի հետևանքով մեր զոհված հայրենակիցների հարազատներին և շուտափույթ վերականգնում մեր վիրավոր քաղաքացիներին։
