Պետական նախարար Արտակ Բեգլարյանն ուղերձ է հղել Սեպտեմբերի 2-ի՝ Լեռնային Ղարաբաղի Հանրապետության հռչակման օրվա առթիվ։

 Ուղերձում ասված է.
 
«Սիրելի՜ հայրենակիցներ Արցախում, Մայր Հայաստանում և Սփյուռքում, Այսօր մեր պետական տոնացուցի կարևորագույն տոնն է, ազգային իղձի իրականացման վճռորոշ քայլի մարմնացումը: 1991թ. Այս օրը Լեռնային Ղարաբաղի Ինքնավար Մարզի և հարակից Շահումյանի շրջանի սահմաններում հռչակվել է Լեռնային Ղարաբաղի Հանրապետությունը:
 
Այդ պատմական որոշման միջոցով մենք իրացրել ենք մեր վաստակած իրավունքը վճռելու մեր սեփական ճակատագիրն ու պետական իրավական կարգավիճակը՝ հետագա տարիներին հաստատելով ու պաշտպանելով ինքնորոշման իրավունքի կիրարկման ճշմարտացիությունը: Ադրբեջանի հայահալած քաղաքականության դիմակայման և պատմական արդարության վերականգնման բարդ ու զրկանքներով լի երթի արդյունքում մենք ունենք Արցախի Հանրապետությունը, որն իր բացառիկ դերակատարմամբ կոչված է ծառայելու մեր ազգային նպատակներին՝ ի շահ հայոց պետականության ամրապնդման Արցախում ու Մայր Հայաստանում և հայ ժողովրդի հարատևման:
 
Բազմաթիվ մարտահրավերներով լի այդ ճանապարհին հաջողելու միակ հնարավորությունը մեր ավագների հռչակած նպատակներին ու արժեքներին հավատարմությունն անխախտ պահելն է, պետականության շարունակական ամրապնդումն ու դժվարություններին դիմակայելու վճռականության պահպանումը:
 
Հեշտ լուծումներ այս պայքարում երբեք չեն տրվելու մեզ, բայց ես ավելի քան վստահ եմ, որ հաղթանակների ու պարտությունների միջով անցած մեր ժողովուրդը թանկ է գնահատում զրկանքներով ձեռք բերածը, կորցրածն ու պահպանածը:
 
Արցախը հայկական արդի ինքնության առանցքն ու պատվարն է, իսկ Արցախում ապրող ու արարող, Արցախի ցավով իրապես ապրող յուրաքանչյուր հայ՝ մեր ինքնության ու արժանապատիվ գոյության պահապանը: Ուստի, փախուստն ընտրված ուղուց ու դժվարություններից նշանակում է դասալքություն սեփական արժեքներից, ինքնությունից ու ապագայից: Այսօր մենք գլուխ ենք խոնարհում մեր նահատակների վառ հիշատակի առջև, հրճվում ու հույսով լցվում մեր մանուկներով և ամուր պահում մեր պետականությունը:
 
Ընտրությունը մեծ չէ. Արցախում ապրողների, Մայր Հայաստանի ու Սփյուռքի մեր հայրենակիցների ազգային ոգու, նպատակասլացության, հետևողականության, անտրտունջ ու անդադար աշխատանքի և պայքարի շնորհիվ ենք երաշխավորելու Արցախի հայկականությունը և հայոց պետականության հարատևումը:
