ԶՄՊԿ-ի`կառավարության 20 տոկոսի մասնաբաժինն ստանալուց հետո ընկերության վերաբերյալ հրապարակումներ կան,թե կառավարությունը ներգրավված է ԶՊՄԿ-ի կառավարման տարբեր հարցերի մեջ և ՔՊ-ականների է տեղավորելու ընկերությունում:

Ըստ հրապարակման`կառավարության ներկայացուցիչը՝ ԶՊՄԿ խորհրդի անդամ Նարեկ Բաբայանը կազմակերպում է ՔՊ-ականների աշխատանքի տեղավորումը, իսկ իր ընկերոջ «ՆարԱր» անունով շինարարական ընկերությունը ԶՄՊԿ-ում շինարարական մեծ պատվեր է ստացել։

Այս կապակցութամբ Tert.am-ը մեկնաբանություն խնդրեց Նարեկ Բաբայանից։ «ՆարԱր» ընկերության՝ ԶՄՊԿ-ում մեծ պատվեր ստանալու մասին Բաբայանը մասնավորապես ասաց, որ ինքը չի մասնակցում ԶՊՄԿ գործառնական կառավարման հարցերին։

«Առավել ևս՝ թե որ կազմակերպություններն են աշխատում ԶՊՄԿ-ում, ոչ միայն իմ գործառույթների մեջ չի մտնում, այլև ես նույնիսկ տեղյակ չեմ, թե ինչ ընկերություններ են մասնակցում տենդերներին, ովքեր են դրանք շահում։ Միակ բանը, որից տեղյակ եմ, այն է, որ ի տարբերություն նախորդ տարիներին, շինարարական ընկերությունները ընտրվում են բաց ու թափանցիկ տենդերներով, եւ այդ մեխանիզմը գործարկվել է համեմատաբար վերջերս։ Սա հենց կառավարության գործառույթներից մեկն է՝ ԶՊՄԿ ղեկավարության հետ համատեղ բարձրացնել կառավարման թափանցիկությունը եւ բացառել կոռուպցիոն սխեմաները։ Կարծում եմ՝ Հայաստանում ցանկացած խոշոր շինարարական ընկերություն կհաստատի, որ մրցույթները թափանցիկ են»։

Հիշեցնենք, որ ԶՊՄԿ-ում թափանցիկության եւ կառավարման արդյունավետության բարձրացման փաստը վերջերս ընդգծել էր նաեւ փոխվարչապետ Մհեր Գրիգորյանը, կառավարության նիստին պնդելով, որ նաեւ դրա շնորհիվ են ԶՊՄԿ-ում բարելավվել տնտեսական ցուցանիշները և հարկային մուտքերը։

ԶՊՄԿ—ից մեր հարցմանը չպատասխանեցին, ասելով որ անհեթեթությունների չեն արձագանքում։ Միայն ասացին, որ «ՆարԱր» անվանումով կապալառու այս պահին ԶՊՄԿ-ն չունի, իսկ շինարարական տենդերները իրականացվում են անընդհատ և դրանց մասնակցում եւ շահում են լավագույն գին-որակ առաջարկողները։
