Եռամսյա հավաքները հանելու և դրանք տարվա մեջ 25 օր պարտադիր հավաքներով փոխարինելու, գործող իշխանությունների առաջարկը, լուրջ քննադատություն է առաջացրել հանրության շարքերում։

Քննադատողներից մեկը՝ «ԱՐԱՐ» հիմնադրամի համահիմնադիր, հասարակական, քաղաքական գործիչ Ավետիք Չալաբյանն է, ով փաստերով արձանագրել է, որ նոր նախագիծը թեև արտաքնապես գրավիչ է, սակայն իրականում քաոս, կոռուպցիա և տնտեսական խնդիրներ է առաջացնելու Հայաստանում։

Չալաբյանը, որ բավականին լուրջ փորձ ունի ռազմական հարցերում, իսկ նրա ղեկավարած կազմակերպությունները մեծ աջակցություն է ցուցաբերել Հայաստանի և Արցախի զինված ուժերի արդիականացման և մարտունակության բարձրացման հարցերին, դեռևս ամիսներ առաջ հոդվածաշարով էր հանդես եկել և ներկայացրել ռազմականացման արդիականացման և հայահավաքի վերաբերյալ իր մոտեցումները։ Մասնավորապես, փաստելով, որ Նիկոլ Փաշինյանի կողմից շրջանառության մեջ դրված «Խաղաղության դարաշրջանի» մասին գաղափարն ակնհայտ սին և կեղծ է, Չալաբյանն ընդգծել էր, որ Հայաստանին անհրաժեշտ է ռազմականացում, ընդ որում դա չի նշանակում պարզապես մեծ բանակ, այլ վերաբերում է պետության կազմակերպման բոլոր ասպեկտներին։

Ռազմականացված պետության մեջ պետական և մասնավոր հատվածի բոլոր կառույցները պետք է հստակ ծրագրեր ունենան խաղաղ ժամանակ պաշտպանական կարողություններն ամրապնդելու և պատերազմական գործողություններով առաջադրանքներ կատարելու համար։ Դրանք վերաբերում են թե՛ դաստիարակությանը, թե՛ ֆիզիկական մարզմանը, թե՛ տեխնիկական գիտելիքներին, ի վերջո ՝ մարտական պատրաստվությանը։ Ռազմականացված երկրում, ըստ Չալաբյանի, առաջնային նշանակություն ունի ռազմական արդյունաբերությունը,այն պետք է կարողանա ստեղծի բարձր մակարդակի համակարգեր և կարողանա դրանք իրապես կիրառել հայ ռազմաարդյունաբերությունում։

Հայաստանի ռազմարդյունաբերական համալիրի պարապուրդի և ստեղծված իրավիճակի պայմաններում ռազմական արդյունաբերության մասին ընդհանրապես խոսելու իմաստ չկա։ Չալաբյանը նաև նշում էր, թե այսօրվա բանակի թվաքանակի երկու երրորդը հետևակն է, ընդ որում մարտական պահպանությունը իրականացնող, իսկ ապագա բանակում մարտական պահպանության խնդիրները պետք է համատարած ավտոմատացվեն, նրանում ներգրավված անձնակազմը նվազեցվի։

Ավետիք Չալաբյանը նույնիսկ նշել էր, թե որտեղից կարող են գումարներ հայթայթել ռազմական ծախսերի ավելացումը իրականացնելու համար։

Ըստ էության, հայտարարելով ռազմականացման մասին, Հայաստանի իշխանությունները բացարձակապես ոչինչ չեն սերտել ոլորտի լավագույն մասնագետների՝ այդ թվում «ԱՐԱՐ» հիմնադրամի համահիմնադրի ներկայացրած առանցքային դրույթներից, փոխարենը զբաղված են պոպուլիզմով և Հայաստանը հերթական անգամ նոր աղետի հանգեցնելով։
