Հայաստանի և Արցախի համար կենսական անհրաժեշտություն է դարձել ներգաղթի կազմակերպումը՝ այսպես կոչված հայահավաքը։

«ԱՐԱՐ» հիմնադրամի համահիմնադիր, հասարակական, քաղաքական գործիչ Ավետիք Չալաբյանը դեռ ամիսներ առաջ գրված իր հոդվածաշարում առանձին անդրադարձել է հայահավաքի խնդրին, ընդգծել, թե հայության զանգվածային ներգաղթն իրատեսական չէ, նույնիսկ շատ մեծ ջանքերի դեպքում։ Դրա փոխարեն ապագա հայկական պետությունը և նրան աջակցող քաղաքական ու հասարակական ուժերը պետք է կենտրոնանան ակտիվ հայկական տարրի՝ ներգաղթի վրա, մարդկանց, որոնք Հայաստան են վերադառնում ոչ այնքան անվտանգության և բարեկեցության ետևից, որքան սեփական հայրենիքում անվտանգության և բարեկեցության հիմքերն ամրացնելու և որպես այդպիսին՝ սերունդներին թողնելու նպատակով։

Չալաբյանը նշում է, թե այս հայահավաքի համատեքստում առանձին պետք է անդրադառնալ դեպի Արցախ ներգաղթին։ Ի տարբերություն ներկայիս Հայաստանի հանրապետության, որի բնակչությունը զգալի չափով ձևավորվել է ներգաղթի բազմաթիվ անելիքների միջոցով, Արցախի բնակչությունը բնիկ է և այն երբեք ներգաղթի մեծ ալիքներ չի տեսել։

Սակայն Արցախը՝ ըստ Ավետիք Չալաբյանի, այսօր կարիք ունի մարդկանց, որոնք կզարգացնեն Արցախի տնտեսությունը նոր պայմաններում, կզինվորագրվեն նրա զինված ուժերին, նոր կրթական կարողություններ կստեղծեն արցախի բնակչության համար։ Ենթադրելով, որ Հայաստանի ապագա իշխանությունը ոչ միայն չի իջեցնելու, այլև նոր հետևողականորեն բարձրացնելու է Արցախի կարգավիճակի նշաձողը, այն նաև Արցախի իշխանությունների հետ համաձայնեցված քաղաքականություն պետք է իրականացնի՝ խրախուսելու ստեղծարար և մարտունակ տարրի՝ ներգաղթ Արցախ, տեղում մեր ընդհանրական կարողությունն ընդարձակելու և Արցախի կարողությունները շարունակաբար բարձրացնելու նպատակով։

Ավետիք Չալաբյանի այս առաջարկը, ինչպես և սպասելի էր, Հայաստանի իշխանությունների կողմից, որևէ արձագանքի չի արժանացել, ընդհակառակը, փաշինյանական իշխանությունն ամեն ինչ անում է, Արցախը հայաթափելու, հնարավորինս բնակչությունը նվազեցնելու ուղղությամբ, հատկապես Ադրբեջանի կողմից զավթված տարածքների բնակչությանը փաշինյանական վարչախումբը ոչ թե ուղղում կամ պարտադրում է մնալ, տեղափոխվել Արցախի որևէ բնակավայր, այլ միջոցներ է տրամադրում Հայաստան գալու համար։

Ըստ էության, սա ևս մեկ դրվագ է, թե ինչպես է գործող վարչախումբն ամեն ինչ անում՝ Արցախը հայաթափելու ուղղությամբ։ Եթե գործող իշխանությունները, կամ նրանց փոխարինող ապագա իշխանությունները անհապաղ ջանքեր չգործադրեն հայահավաքի՝ Արցախի վերաբնակեցման և մարտունակության բարձրացման ուղղությամբ, ապա հետևանքները ողբերգական կլինեն։
