ԱՄՆ Սենատի արտաքին հարաբերությունների հանձնաժողովի ղեկավար Բոբ Մենենդեսը, ելույթ ունենալով Հարավային Կովկասի վերաբերյալ լսումների ժամանակ, խոսել է Ադրբեջանին ԱՄՆ ռազմական աջակցության մասին եւ անդրադարձել Ազատության մասին ակտի 907-րդ փոփոխությանը, հիշեցնելով, որ այն արգելում է անվտանգության ոլորտում աջակցություն ցուցաբերել Ադրբեջանին, քանի դեռ վերջինս չի հրաժարվել Հայաստանի եւ Լեռնային Ղարաբաղի դեմ ուժի կիրառումից։

«Պետդեպը կրկին ու կրկին բացառություն է անում Ադրբեջանի համար։ Նա 600 000 դոլար է խնդրել Ադրբեջանի ռազմական պատրաստության համար: Ես կտրականապես դեմ եմ ցանկացած օգնության այն երկրին, որը հայտնի է ռազմական հանցագործություններով եւ հարեւան պետության դեմ ագրեսիայով։ Պետդեպը անվտանգությանն օժանդակելու թույլտվություն տվեց Բաքվի համար սեպտեմբերին՝ Հայաստան Ադրբեջանի ներխուժումից մի քանի ամիս առաջ, ադրբեջանցիների կողմից անզեն հայ զինվորների սպանության տեսանյութի հայտնվելուց մի քանի ամիս առաջ, հայ զինծառայողների հանդեպ ադրբեջանցիների սեռական բռնությունից եւ սպանությունից մի քանի ամիս առաջ:

Անիմաստ է ասել, որ ԱՄՆ ռազմական օգնությունը չի ազդել Ադրբեջանի եւ Հայաստանի միջեւ ռազմական հավասարակշռության վրա։ Դուք պետք է Կոնգրեսին ներկայացնեք բոլոր մանրամասները, որ մենք կարողանանք գնահատել ԱՄՆ օգնությունը Բաքվին», ասել է սենատորը:

«Ես ողջունում եմ ԱՄՆ ներգրավվածությունը տարածաշրջանի գործերին ամենաբարձր մակարդակով: Կովկասի վրա վարչակազմի ուշադրության պակասը բխում է Ռուսաստանի շահերից, ուստի ես գնահատում եմ այս նոր մոտեցումը: Բայց ես հույս ունեմ լսել, թե էլ ինչ կարող ենք անել խաղաղության համար Կովկասում եւ հատկապես Հայաստանի վրա հարձակումներից հետո։ Ես թերահավատ եմ, որ Ադրբեջանը, Թուրքիան կամ Ռուսաստանը թույլ կտան Հայաստանին եւ հայ ժողովրդին ինքնուրույն որոշել իրենց ճակատագիրը։ Պետք է երաշխավորել, որ խաղաղության համաձայնագիրը Լեռնային Ղարաբաղում էթնիկ զտումների չի հանգեցնի։ Սա նշանակում է լուծել հումանիտար ճգնաժամը, պատասխանատվության կանչել այս տարածաշրջանում բռնությունների համար պատասխանատուներին», ասել է Մենենդեսը։
