«Փաստ» օրաթերթը գրում է

Մշակվել է «Բնագիտական, տեխնոլոգիական, ճարտարագիտական և մաթեմատիկական (ԲՏՃՄ) ուղղություններով պետության համար առաջնահերթ և կարևորություն ներկայացնող մասնագիտություններով համապատասխան բուհերում սովորող քաղաքացիներին պարտադիր զինվորական ծառայության զորակոչից տարկետում տրամադրելու կարգը և պայմանները» սահմանելու մասին նախագիծը: Հիմք են ընդունվել «Զինվորական ծառայության և զինծառայողի կարգավիճակի մասին» օրենքում լրացումներ կատարելու մասին» 2022 թ.-ի հոկտեմբերի 5-ի ՀՕ-364-Ն օրենքով կատարված լրացումները: Դրանցով սահմանվում է, որ «Կառավարության որոշմամբ տարկետում տրվում է նաև ԲՏՃՄ ուղղություններով պետության համար առաջնահերթ և կարևորություն ներկայացնող մասնագիտություններով համապատասխան բուհերում սովորողին:

Տարկետում տրամադրելու կարգը և պայմանները, ինչպես նաև բուհերի և ԲՏՃՄ ուղղություններով համապատասխան մասնագիտությունների ցանկը սահմանում է Կառավարությունը»: ԿԳՄՍ-ն հիշեցնում է` գործող ընթացակարգով բակալավրի կրթական ծրագրով սովորելու համար քաղաքացիներին տարկետում տրամադրվում է համապատասխան օլիմպիադաներում մրցանակակիր լինելու և «www.shanghairanking.com» կայքի տվ յալ տարվա ցանկերի առաջին հինգ տասնյակում ընդգրկված հաստատություններում սովորելու, իսկ մագիստրատուրայում և ասպիրանտուրայում նաև համապատասխան նվաճումներ ունենալու և սահմանված նշանակալի նվաճումների հաշվարկի մեթոդաբանությամբ համապատասխան միավորներ ունենալու դեպքում:

Նշված ձևաչափով կարգը կիրառվել է ավելի քան 6 անգամ, և ԿԳՄՍ-ի կարծիքով, այն հանգեցնում է մի շարք անտրամաբանական հետևանքների, մասնավորաբար` նշված կարգի պատճառով ՀՀ-ում գործող բուհերը տաղանդավոր ուսանողների համար դառնում են ոչ մրցունակ, դրանք կորցնում են լավագույն ուսանողներին, իսկ պետությունը կորցնում է ՀՀ-ում սովորող և ապագայում գիտելիքները գիտության և մասնագիտական ոլորտում կիրառող քաղաքացիների: Նշված կարգավորումը նաև սոցիալական անհավասարություն է առաջ բերում, քանի որ շատ քաղաքացիներ, չունենալով համապատասխան ֆինանսական միջոցներ՝ նույնիսկ կրթաթոշակի առկայությամբ, բայց ունենալով գիտելիքներ, չեն կարողանում տարկետման իրավունքով կրթություն ստանալու հնարավորություն ունենալ: Այս և մի շարք այլ հարցեր հաշվի առնելով ԿԳՄՍ-ն վստահ է, որ բակալավրի կրթական ծրագրով սովորող քաղաքացիների համար տարկետում տրամադրելու գործող համակարգը չի նպաստում ՀՀ գիտակրթական համակարգի զարգացմանը, սոցիալական անհավասարություն է ստեղծում և ոչ միայն:

Ուստի հիմք ընդունելով «Զինվորական ծառայության և զինծառայողի կարգավիճակի մասին» օրենքում լրացումներ կատարելու մասին» ՀՕ-364-Ն օրենքով կատարված լրացումները, մշակվել է «Բնագիտական, տեխնոլոգիական, ճարտարագիտական և մաթեմատիկական ուղղություններով պետության համար առաջնահերթ և կարևորություն ներկայացնող մասնագիտություններով համապատասխան բուհերում սովորող քաղաքացիներին պարտադիր զինվորական ծառայության զորակոչից տարկետում տրամադրելու կարգը և պայմանները» սահմանող նախագիծը, դրանով կարգավորվում են պետության համար կարևորություն ներկայացնող այս մասնագիտություններով համապատասխան բուհերում սովորող քաղաքացիներին տարկետում տրամադրելու հետ կապված բոլոր հարաբերությունները:
