Փաշինյանական իշխանությունն Արցախն ընկալում է, որպես իրենց համար քաղաքական խոչընդոտ Հայաստանում բացարձակ իշխանություն հաստատելու համար և ամեն ինչ անում է Արցախը հանձնելու։ «Արար» հիմնադրամի համահիմնադիր, հասարակական, քաղաքական գործիչ Ավետիք Չալաբյանն այդ մասին ասել է «Խաղաղության համաձայնագիր․ սահմանադրականության հարցն ու միջազգային իրավաքաղաքական հետևանքները» խորագրով համաժողովին։

Չալաբյանի խոսքով՝ Նիկոլ Փաշինյանը 44-օրյա պատերազմը պարտվել է, քանի որ ուզում էր հանձնել Արցախը։ «Ինչո՞ւ են մեծ պատրաստականությամբ հանձնում Արցախը, տպավորություն է, որ Նիկոլ Փաշինյանն ավելի մեծ պատրաստակամությամբ է հանձնում Արցախը, քան Ադրբեջանը պատրաստ է այն ընդունել։ Ակնհայտ է, որ Նիկոլ Փաշինյանն ու իր թիմն ունեն ընդգծված հակաարցախյան  մոտեցում, նա պատերազմ է պարտվել, որովհետև ուզում էր հանձնել Արցախը։ Արցախի հանձման գաղափարը եկել է Նիկոլ Փաշինյանի հետ։ Իրենք Արցախը ընկալում են որպես քաղաքական խոչընդոտ Հայաստանում բացարձակ իշխանություն հաստատելու համար։ Պետք էր Արցախը հանձնել թղթով, հո՞ չէր հանձնի, եթե ժողովրդի 95 տոկոսը համաձայն է Արցախը պահելուն, պետք էր պատերազմով հանձնե՞լ, ժողովրդի ողնաշարը ջարդել, հետո էլ ասել՝ «Տեսա՞ք, չստացվեց»,- ասել է հասարակական-քաղաքական գործիչը։

Ընդ որում, ըստ Չալաբյանի՝ Նիկոլ Փաշինյանն այս ամենն անում է, որպեսզի կարողանա հայտարարել, թե մեղավոր են բոլորը՝ Ռուսաստանը, Շառլ Միշելը, Բայդենը,Մակրոնն ընդհուպ, բայց միայն ոչ իրենք։ Ստեղծված իրավիճակում Ավետիք Չալաբյանը կարծում է, թե ամենակարևոր խնդիրը, թե ինչպիսի գործիքակազմ կարելի է ակտիվացնել այսօրվա հակազգային և կապիտուլացիոն կուրսը տապալելու համար։

Ի՞նչ, ինչպիսի՞ գործիքներ ունի քաղաքական փոքրամասնությունը, որ խափանի քաղաքական մեծմասնության քաղաքական կուրսը, կապիտուլացիայի քաղաքականությունը, ինչպես խափանել մինչև քաղաքական իրավիճակը փոխվի, հարցրել է Ավետիք Չալաբյանը՝ ընդգծելով, որ որոշ ժամանակ հետո քաղաքական իրավիճակն իհարկե փոխվելու է, սակայն հարկավոր է միջոցներ գտնել, գործիքներ գտնել կոնսոլիդացնելու ընդդիմությանը, հասնելու միջազգային հանրության հստակ արձագանքին, ինչպես նաև բացատրել ժողովրդին Նիկոլ Փաշինյանի իշխանության ապազգային ընթացքը։
