Արդարադատության նախարարությունն առաջարկում է փոփոխություններ և լրացումներ կատարել «Ռազմական դրության իրավական ռեժիմի մասին», «Պաշտպանության մասին», «Զինվորական ծառայության և զինծառայողի կարգավիճակի մասին», «Վարչարարության հիմունքների և վարչական վարույթի մասին» օրենքներում: Նախագծերը ռազմական դրության ռեժիմ հայտարարելու մասին են: «Ռազմական դրության իրավական ռեժիմի մասին» օրենքի համաձայն՝ ռազմական դրությունը բացառապես ՀՀ վրա զինված հարձակման, դրա անմիջական վտանգի առկայության կամ պատերազմ հայտարարվելու դեպքում իրականացվող ժամանակավոր միջոցառում է, որը պետական կառավարման և ՏԻՄերի, կազմակերպությունների գործունեության հատուկ իրավական ռեժիմ է և թույլատրում է իրավաբանական անձանց, ՀՀ քաղաքացիների, օտարերկրյա քաղաքացիների ու քաղաքացիություն չունեցող անձանց իրավունքների և ազատությունների որոշակի սահմանափակումների և նրանց նկատմամբ լրացուցիչ պարտավորությունների սահմանում:

Ռազմական դրության իրավական ռեժիմի պայմաններում ֆիզիկական և իրավաբանական անձանց իրավունքների և ազատությունների որոշակի սահմանափակումների և նրանց նկատմամբ լրացուցիչ պարտավորությունների սահմանման հնարավորությունը և իրավական հիմքերը նախատեսված են ինչպես Սահմանադրությամբ, այնպես էլ միջազգային իրավական փաստաթղթերով: Ռազմական դրություն հայտարարելու նպատակն է ՀՀ ԶՈւ-ի և տնտեսության զորահավաքային ծավալման համար առավելագույն բարենպաստ պայմանների ստեղծմամբ դիմակայել ՀՀ վրա զինված հարձակմանը կամ կանխել դրա անմիջական վտանգը, ինչպես նաև ապահովել պետական և տեղական ինքնակառավարման մարմինների բնականոն գործունեությունն ու մարդկանց կյանքի և անվտանգության պաշտպանությունը ռազմական դրության պայմաններում:

Նախագծով առաջարկվող կարգավորումների ընդունման պարագայում հստակ կսահմանվեն ՀՀ տարածքում ինտերնետային կայքերի, սոցիալական ցանցերի, ինտերնետային հավելվածների գործողության ժամանակավոր կասեցման (արգելափակման), ինտերնետ հասանելիության մասնակի կամ ամբողջական սահմանափակման իրավական հիմքերը, ռազմական դրության ընթացքում պետական կառավարման առանձնահատկությունները, ի լրումն «Ռազմական դրության մասին» գործող օրենքով նախատեսված միջոցառումների և ժամանակավոր սահմանափակումների՝ ռազմական դրություն հայտարարելու դեպքում ռազմական դրության ամբողջ ժամկետի ընթացքում նոր միջոցառումներ և ժամանակավոր սահմանափակումներ կսահմանվեն, առավել հստակ և արդյունավետ կդառնան ՏԻՄերի և զինվորական կոմիսարիատների կողմից զորահավաքային զորակոչի ընթացքում քաղաքացու ներկայությունն ապահովելու նպատակով ծանուցման հետ կապված կառուցակարգերը:
