Այն, ինչ տեղի ունեցավ քննարկումների ժամանակ՝ կարծում եմ, որ քաղաքական տգիտության արդյունք էր: Այս մասին ԱԺ ճեպազրույցների ժամին հայտարարեց «Ժառանգություն» խորհրդարանական խմբակցության ղեկավար Ռուբեն Հակոբյանը՝ ՀՀ-ի՝ ԵՏՄ անդամակցության մասին պայմանագրի վավերացման մասին:
Խմբակցության ղեկավարը հավելեց. «Եթե խղճի կամոք քվեարկվեր, մի 4-5 անգամ ավելի շատ կլինեին դեմ ձայները, քան այն, ինչ տեղի ունեցավ: Խորհրդարանում լինում են դեպքեր, երբ որոշիչ նախագծեր են քվեարկվում եւ պետք է կուսակցական կոնյուկտուրայից դուրս գալ: Պետության արժանապատվությունը, անվտանգությունը միջազգային ամբիոններում պաշտպանելու համար Հայաստանը պետք է ունենար առնվազն 30-40 դեմ ձայն: Սա դարձավ իշխանության համար եւս մի գործիք, որ տեսեք մենք ինչքան ուժեղ ենք, կարողանում ենք մեր դիրքորոշումը դարձնել մյուսներինը»,-ասաց Ռուբեն Հակոբյանը:
Նրա խոսքով՝ սա բավականին լուրջ փաստաթուղթ էր և լուրջ քննարկման չարժանացավ: «Այն ներկայացվում էր ընդամենը փոխնախարարի մակարդակով, ինչը խոսում է այն մասին, որ շահագրգռվածություն չի եղել»,-ասաց նա:
Ըստ նրա՝ Ղազախստանն Ադրբեջանի թիվ մեկ ռազմավարական դաշնակիցն է. «Շատ բացահայտ ասվել է, որ ժամանակին դրվելու է Հայաստան-Արցախ սահմանին մաքսակետ դնելու հարցը: Պատասխան չեղավ սրա հետ կապված: Ի վերջո հասկանալի է, որ Արցախի քաղաքական եւ տնտեսական երաշխավոր է Հայաստանը եւ Հայաստանն ինքը պետք է դներ այդ հարցը՝ պարզելու, թե որտեղ է լինելու Արցախը: Որեւէ միջազգային պայմանագրով մենք չենք կարող հակառակվել դրան, միջազգային իրավունքով ասվում է, որ դա իրենց սուրբ իրավունքն է եւ մաքսակետի հարցը կարող են իրենք բարձրացնել»,-ասաց Ռուբեն Հակոբյանը:
Այն դիտարկմանը, թե արդյոք ոչ իշխանական եռյակի ոչ միասնական դիրքորոշումն այս հարցում կհանգեցնի նրան, որ «Ժառանգություն»-ը դուրս կգա եռյակից, նա նշեց. «Արտաքին քաղաքական հարցերում եռյակն ի սկզբանե հայտարարել է, որ չունի միասնական դիրքորոշում և դա չի խանգարել միասնական գործելուն այս ամբողջ ընթացքում», – ընդգծեց նա՝ հավելելով, որ «Ժառանգություն»-ը շարունակելու է եռյակի հետ համագործակցությունը:
