Արցախում ստեղծված ոչ ստանդարտ իրավիճակը պահանջում է նաև ոչ ստանդարտ լուծումներ։ Իհարկե, իշխանությունները կարող են բազմաթիվ արդյունավետ կառավարման համակարգեր ստեղծել, լուրջ քայլեր ձեռնարկել, սակայն ամենակարևոր խնդիրներից մեկը, որը փորձում են լուծել Արցախի իշխանությունները, հենց տեղի բնակիչների հետ հանդիպելն է, անձամբ նրանց հավաստիացնելը, որ ամեն ինչ արվում է ճիշտ և ժամանակին, շոշափել մարդկանց տրամադրությունները, մեկ բառով ասած՝ նրանց դուխ տալ։ 

Արցախի պետնախարար, օպերատիվ շտաբի պետ Ռուբեն Վարդանյանը երեկ այցելել է Ասկերանի շրջանի Նորագյուղ, Խնձրիստան, Պատարա համայնքներ, հանդիպումներ ունեցել այդ գյուղերի և հարևան բնակավայրերի բնակիչների հետ։ Կարևորելով անմիջական շփումները ՝ Ռուբեն Վարդանյանը նշել է, որ հատկապես այս ճգնաժամային իրավիճակում բնակչությանն առաջին ձեռքից տեղեկություններ տրամադրելը, նրանց լսելը առաջնային նշանակություն ունի ճգնաժամը համատեղ հաղթահարելու տեսանկյունից։ «Սա Արցախում շփման ամենաարդյունավետ ձևն է, մենք իսկապես մեծ դժվարությունների ենք բախվում, բայց մեծ աշխատանք է տարվում նաև դրանք հաղթահարելու համար, փորձում ենք առաջ շարժվել, լուծումներ գտնել ամեն օր առաջացող նոր խնդիրներին»,- նշել է պետնախարարը։

Խոսելով շրջափակման պատճառների մասին՝ Ռուբեն Վարդանյանն ընդգծել է, որ Ադրբեջանն ամեն կերպ փորձում է կոտրել արցախահայության ոգին ու ճնշումների միջոցով հասնել Արցախի հայաթափմանը, նշել, որ իրեն հպարտ է զգում՝ տեսնելով արցախահայության տոկունությունը, այս փորձությունների միջով ստիպված ենք անցնել հանուն Արցախը հայկական պահելու, և հանուն մեր հողի վրա արժանապատիվ ապրելու իրավունքի պաշտպանության, սա դժվար ճանապարհ է, չեմ կարող խոստանալ, որ խնդիրներ չեն լինելու, բայց վստահեցնում եմ, որ սա միակ ճանապարհն է, որը թույլ կտա պահպանել մեր հայրենիքը,- ասել է պետնախարարը։

Եվ իսկապես, նման հանդիպումները պարզ և շիտակ մարդկանց հետ զրուցելը, նրանց իրավիճակը ներկայացնելն է, որ ուժ և կորով է տալիս արցախցիներին, նրանց համոզում շարունակել պայքարել սեփական երկրի համար։ Արդեն 47 օր պատանդի կարգավիճակում գտնվող արցախահայությունը դույզն–ինչ չի թուլացրել իր պայքարի տեմպը և, պետնախարարի ու նրա թիմի գլխավորությամբ, շարունակում է ապրել, արարել Արցախում՝ հօդս ցնդեցնելով թշնամու բոլոր մտադրությունները։
