Ադրբեջանի սանձազերծած շրջափակման հետևանքով Արցախում 10հզ.-ից ավելի մարդ դարձել է գործազուրկ:
 
Արցախի օպերատիվ շտաբը տեղեկացրել է, որ առաջիկայում սոցիալական ծանր վիճակի մեղմացմանն ուղղված ծրագրեր է գործի դնելու:
 
Սոցիալ-տնտեսական առումով ևս Արցախում բազմաթիվ խնդիրներ կան` գործազրկությունից, կոմունալ վճարներից մինչև վառելիքի ճգնաժամ և Արցախը միայն իր ռեսուրսներով, բյուջեի վերաբաշխումներով խնդիրը չի կարող լուծել:
 
Շրջափակման պայմաններում նոր աշխատատեղերի բացման թեման նույնիսկ տեղին էլ չէ քննարկել, այստեղ սոցիալական նոր փաթեթ պետք է ներդնել, որն առանց Հայաստանի ու միջազգային կազմակերպությունների միջամտության գրեթե անհնարին է իրագործել:
 
Այս համատեքստում պետք է դիտարկել աշխատանքը կորցրած և սոցիալական ծանր վիճակում գտնվող ընտանիքների կոմունալ վճարների մասնակի կամ ամբողջական փոխհատուցման հարցը:
 
Քննարկելի է նաև սոցիալական ծանր պայմաններում գտնվող ընտանիքների երեխաների դեղորայքի և սննդամթերքի նվազագույն ծավալի ապահովման հարցը:
Տարեվերջին հայտարարվեց, որ ՀՀ-ում փոխվարչապետի գլխավորությամբ հանձնաժողով է ստեղծվել, որը պետք է զբաղվի Արցախի սոցիալ-տնտեսական, հումանիտար խնդիրներով, նույնիսկ մի քանի մլրդ գումար հատկացվեց:
Արցախի մասով պետք է շտապել, որպեսզի գոնե լուծման ենթակա հարցերը օպերատիվ կարգավորում ստանան` որոշակի առումով մեղմելու առանց այն էլ մարդկանց ծանր պայմանները:
