«Հիմա մեր անելիքներից մեկը նաև Արցախի թեման համաշխարհային հանրության ուշադրության կենտրոնում պահելն է»։ Այդ մասին Արցախի պետնախարար Ռուբեն Վարդանյանը հայտարարել է «Հայոց երկրորդ ցեղասպանության կանխարգելում. Ադրբեջանը փակում է Լաչինի միջանցքը և Արցախը զրկում կենսական պայմաններից՝ ձգտելով հայաթափել այն» խորագրով առցանց վեբինարին, որին մասնակցել են նաև ԱՄՆ Սենատի արտաքին հարաբերությունների հանձնաժողովի անդամ Քրիս Վան Հոլենը, Կոլումբիայի համալսարանի խաղաղության հաստանման և մարդու իրավունքների ծրագրի տնօրեն Դեյվիդ Ֆիլիպսը, այլ անձինք։ 


Ռուբեն Վարդանյանը նշել է, թե Արցախում զգում են ինչպես հայ, այնպես էլ օտարերկրացի առաջնորդների, սովորական մարդկանց, կրոնական առաջնորդների զգացմունքային և ոչ միայն զգացմունքային աջակցությունը, Արցախում շրջափակման մեջ գտնվող բոլորիս համար կարևոր է զգալ, որ մենք միայնակ չենք, նշել է պետնախարարը։ Նրա խոսքով՝ խնդիրը միայն Արցախի և Ադրբեջանի միջև հակամարտությունը չէ, խնդիրը հայրենիքում ապրելու, արցախցու առանցքային իրավունքն է՝ պահպանելով իր արժեքներն ու հարգելով հարևաններին։


«Մենք ասել ենք, որ պատրաստ ենք բանակցությունների, պատրաստ ենք քննարկման, պատրաստ ենք խաղաղության, բայց այն պետք է հարգեն բոլոր կողմերը»,- նշել է պետնախարարը և հավելել. «Մենք ասել ենք, որ կարող ենք ապրել կողք կողքի, բայց ոչ երբեք մեկ պետության կազմում, ինչը բացարձակ անընդունելի է նախագահ Ալիևի համար, որը բացահայտ հայտարարում է, թե նախընտրում է Արցախն առանց հայերի, եթե հայերը չեն ցանկանում ապրել Ադրբեջանի օրենքներով»։ Ռուբեն Վարդանյանի դիտարկմամբ սա լուրջ մարտահրավեր է, ազգերի ինքնորոշման իրավունքի ժողովրդավարական մյուս սկզբունքների համար և անընդունելի է դարձնում Ադրբեջանի հետ պետության մաս կազմելու ցանկացած առաջարկ։ 


Պետնախարարը առանցքային և հայեցակարգային մի արձանագրում է արել, որ մարդու իրավունքների խախտումն անընդունելի է ցանկացած պարագայում, ցանկացած չափորոշիչներով, ուստի կարևոր է ճնշում գործադրել Ադրբեջանի վրա, նաև պատժամիջոցներ սահմանել այն կողմերի մարդկանց դեմ, ովքեր իրավունքներ են խախտում, խաթարում են նորմալ կյանքի պայմանները։ Ռուբեն Վարդանյանը առանցքային մի դիտարկում էլ արել է օդային միջանցքի ապահովման վերաբերյալ։ Տևական ժամանակ նրա այս առաջարկը լուրջ քննարկման է արժանանում միջազգային հանրության տարբեր ներկայացուցիչների կողմից, սակայն դեռևս որևէ հստակ քայլ այս ուղղությամբ արված չէ, ուստի և որքան շատ այդ մասին բարձրաձայնվի, այնքան ավելի կարևոր քաղաքական, տնտեսական և հումանիտար հարցեր կլուծվեն։
