«Արցախում չնայած մարտահրավերները խորքային են, հասարակությունն արժանապատվորեն է արձագանքում դրանց»։ Պետնախարար Ռուբեն Վադանյանն այդ մասին ասել է աշխատանքային խորհրդակցությանը՝ պետական մարմինների ղեկավար կազմի մասնակցությամբ։

Ներկայացնելով ընթացիկ իրավիճակը՝ պետնախարարը նշել է, որ արդեն 2 ամսից ավելի՝ Ադրբեջանի կողմից շարունակվում է Արցախի շրջափակումը, ծանր հետևանքներ ունենալով թե՛ տնտեսության, թե՛ հասարակական կյանքի բոլոր մյուս ոլորտների համար։ «Մենք անընդհատ շփվում ենք բնակչության տարբեր խմբերի հետ, Արցախում իսկապես շատ մեծ ուժ կա, որը դրսում տեսանելի չէ, այս ներքին ուժը մեզ անհրաժեշտ է դժվարությունները միասին հաղթահարելու համար, շատ գործ կա անելու, այն աշխատանքները, որոնք սկսել ենք, կշարունակվեն ավելի ակտիվ»,- ասել է պետնախարարը և վստահություն հայտնել, որ ծառացած բոլոր խնդիրները լուծելի են։

Խորհրդակցության ընթացքում պետական մարմինների ղեկավարները ներկայացրել են իրենց ոլորտներում ընթացիկ իրավիճակը, քննարկել են մի շարք հրատապ հարցեր։ Խորհրդակցության ամենակարևոր տպավորությունը, որ կարելի է ստանալ, դա Ռուբեն Վարդանյանի տրամադրվածությունն է՝ մինչև վերջ շարունակել իր սկսած աշխատանքը և ավարտին հասցնել ամեն ինչը, ընդհուպ` կանխելով բոլոր վտանգավոր զարգացումներն Արցախում։ Եվ հենց այդ կապակցությամբ էլ կարելի է փաստել, որ Արցախում պետնախարարի և նրա թիմի դեմ սկսված արշավը, որն իրականացվում էր նախագահ Արայիկ Հարությունյանի և նրա շրջապատի կողմից, ընդհուպ,  «փսևդո» ընդդիմադիր քաղաքական ուժերի և որոշ շրջանակների և մամուլի միջոցով, առնվազն այս պահի դրությամբ կարելի է ձախողված համարել։
 
Ըստ էության, Ռուբեն Վարդանյանին հաջողվել է իրավիճակը կարգավորել, և Արցախի իշխանությունները կարծես հետ քայլ են անում, ավելին, այս համատեքստում պետք է դիտարկել Արցախի նախագահ Արայիկ Հարությունյանի՝ սահմանադրության փոփոխության գործընթաց նախաձեռնելու քայլը։ Հարությունյանը հրամանագիր է ստորագրել, որով նախաձեռնվել է սահմանադրության փոփոխության գործընթաց՝ ռազմական դրության ժամանակ նախագահի պաշտոնը թափուր մնալու դեպքում Ազգային ժողովի կողմից նախագահի ընտրության և դրա առանձնահատկությունների վերաբերյալ։ Նախագիծն արդեն ներկայացվել է Ազգային ժողովի քննարկմանը և, ըստ ամենայնի, այն կընդունվի, ինչը վկայում է, որ Հարությունյանն ինքն էլ հասկացել է իր վիճակի անելանելիությունը և ցանկանում է օր առաջ պոկվել Արցախից։
