«Ապրելու երկիր» կուսակցության համահիմնադիր Մեսրոպ Առաքելյանը ֆեյսբուքյան իր էջում գրել է․

Երևանի քաղաքապետարանը 2021թ․ գնել է 161 հատ չինական Zhongtong bus, LCK6860HGN մակնիշի ավտոբուս, «Zhongtong Bus» ընկերությունից՝ կնքելով պայմանագիր 20.04.2021թ․՝ մեկ ավտոբուսի արժեքը 44.720.000 դրամով։
Նույն ընկերությունից նույն մակնիշի 150 ավտոբուս է գնվել 2022թ․՝ կնքելով պայմանագիր 22.08.2022թ․՝ մեկ ավտոբուսի արժեքը 44.249.499 դրամով։ Երկու պայմանագրերը գրեթե նույնաբովանդակ են, պարունակում են ավտոբուսների նույն հիմնական տեխնիկական բնութագրերը։
 
Առաջին հայացքից թվում է, որևէ խնդիր չկա, դեռ մի բան էլ 470.000 դրամով էժան են գնել երկրորդ անգամ։ Սակայն ուշադրության է արժանի հետևյալ հանգամանքը։ Պարզ է, որ Չինաստանը ավտոբուսները վաճառում է ԱՄՆ դոլարով, կամ չինական յուանով, բայց ոչ երբեք հայկական դրամով։
 
Այլ կերպ ասած` հայկական դրամ Չինաստան չի փոխանցվել։ Բացի այդ, 2021թ․ պայմանագրում առկա է չինական կողմի տված բանկային երաշխիք ԱՄՆ դոլարով, որտեղ մեկ ավտոբուսի գինը 86.289 ԱՄՆ դոլար է՝ մեկ դոլարի փոխարժեքը հաշված 518.26 դրամով։ 22.08.2022թ․ մեկ դոլարի փոխարժեքը եղել է 405.46 դրամ։
 
Այսինքն` մեկ ավտոբուսի գինը 2-րդ պայմանագրի կնքման ժամանակ կազմել է 109.134 ԱՄՆ դոլար՝ 22.845 ԱՄՆ դոլարով ավելի 20.04.2021թ. կնքված պայմանագրում նշված մեկ ավտոբուսի գնից։
 
Իհարկե, ես հակված չեմ մտածելու, որ առնվազն 3,426,750 ԱՄՆ դոլարը քաղաքապետարանի պաշտոնյանները յուրացրել են, օրինակ, փոխանցելով ԱՄԷ-ում առկա հաշիվներին, սակայն այս ամենը, մեղմ ասած, առնվազն պետական կամ համայնքային միջոցների անարդյունավետ կառավարում է, եթե ոչ հասարակ վատնում, ինչը քրեորեն պատժելի արարք է։
 
Մնում է մյուս տարբերակը՝ չինական կողմը, չգիտես ինչու, քաղաքապետարանին մոտ 3,500,000 ԱՄՆ դոլարի թանկ ավտոբուս է վաճառել։
Հրավիրում եմ իրավապահ մարմինների, լրագրողների ուշադրությունը՝ ՀՀ կամ Երևանի բյուջեին մոտ 1,4 մլրդ դրամի առերևույթ վնաս պատճառելու փաստի վրա։
