Ազգային ժողովի իշխանական և ընդդիմադիր վեց խմբակցությունները պատրաստվում են Տավուշի մարզի սահմանամերձ գյուղերի բնակիչներին արտոնություններ տալու առաջարկների փաթեթ ներկայացնել Կառավարությանը: Այս մասին «Ազատություն» ռադիոկայանին փոխանցեց խորհրդարանի «Ժառանգություն» խմբակցության ղեկավար Ռուբիկ Հակոբյանը:
Նման համաձայնություն ձեռք է բերվել Տավուշի մարզ վերջին այցի ժամանակ: Վեց խմբակցություններից մեկական ներկայացուցիչներ խորհրդարանի խոսնակ Գալուստ Սահակյանի և պաշտպանության նախարար Սեյրան Օհանյանի հետ օգոստոսի 16-ին էին մեկնել դիրքեր ու սահմանամերձ գյուղեր:
«Հանդիպեցինք զինվորների, հրամանատարական կազմի հետ: Կար իսկապես ոգևորություն, և այդ ոգևորությունը գիտակցված էր այն առումով, որ սահմանին կանգնած զինվորն էր ոգևորված, վստահ իր ուժին: Դրական կարելի է արձանագրել ամեն ինչ», - ասաց Հակոբյանը:
«Նաև այս անգամ մենք հանդիպեցինք համայնքների ներկայացուցիչների հետ, համայնքներում հանդիպումներ ունեցանք: Արձանագրել ենք որոշ առաջարկություններ, որոնք ի մի կբերվեն, և առաջիկայում մենք՝ վեց քաղաքական ուժերս միասին կներկայացնենք այդ առաջարկությունները Կառավարությանը», - նշեց «Ժառանգություն» խմբակցության ղեկավարը:
Խոսքը, ըստ նրա, այն մասին է, որ «ի վերջո այդ սահմանամերձ, սահմանապահ համայնքները, գյուղերը պետք է ունենան որոշակի արտոնություն, որովհետև, ըստ էության, նրանք նույնպես զինվոր են, նրանք են պաշտպանում սահմանները»:
Հարցին, թե կոնկրետ ինչ արտոնությունների կարիք այսօր ունեն այդ գյուղերը, Ռուբիկ Հակոբյանը պատասխանեց․ - «Գիտեք, եթե վերցնենք՝ այդքան մեծ ֆինանս չի պահանջում, որ, չգիտեմ, այնտեղ մոտ քսան գյուղեր են, որոնք ազատվեն կոմունալ բոլոր վճարներից: Մեր միջին հաշվարկով՝ մեկ միլիոն դոլարի սահմաններում կարելի է այդ հարցը լուծել՝ ես նկատի ունեմ ջրի վարձ, հոսանքի վարձ և այլն: Օրինակ՝ Բարեկամավան համայնքը, որտեղ մենք նույնպես ներկա եղանք, բավականին լուրջ սոցիալական, կենցաղային խնդիր է առաջացել, և, ցավոք, պետք է արձանագրել, օրինակ, այս տարի ինչքան գիտեմ մեկ առաջին դասարանի աշակերտ ունեն՝ այն դեպքում, որ տարիներ առաջ ունեին առնվազն երեսուն աշակերտներ»:
«Այսինքն՝ այդ պայմաններից ելնելով նաև արտագաղթում են», - այս դիտարկմանը «Ժառանգություն» խմբակցության ղեկավարը արձագանքեց․ - «Անշուշտ, անշուշտ: Նախ, մի կողմից, սոցիալ-տնտեսական այդ ծանր պայմաններն են, մյուս կողմից՝ սահմանամերձ գյուղ է ի վերջո, սահմանապահ գյուղ է»:
«Եվ այս առումով, ես կարծում եմ, շատ մեծ ջանքեր պետք չեն՝ և հասկանալու համար, և ինչ-որ տեղ այդ արտոնությունները տրամադրելու համար, որ կարողանանք ամրապնդել սահմանները: Ի վերջո, պետք է հասկանանք, որ սահմանները այսօր պաշտպանում են մեր անվտանգությունը, իսկ սահմանամերձ համայնքի այստեղ առկայությունը և նրանց այդ հողին մնալու անհրաժեշտությունը, իրենց բնակավայրերում մնալու անհրաժեշտությունը ուղղակի կենսական անհրաժեշտություն է պետության համար: Եվ անկեղծորեն պետք է ասեմ, որ բարձիթողի է արված ամեն ինչ», - շեշտեց Ռուբիկ Հակոբյանը:
«Ես կարծում եմ՝ այդ առաջարկությունները մենք վաղը կամ մյուս օրը ի մի կբերենք, կամբողջացնենք առաջարկությունների այդ փաթեթը և կներկայացնենք և՛ կառավարություն, և՛ բյուջեի քննարկման ժամանակ մենք հետևողական կլինենք, որ այդ առաջարկությունները տեղ գտնեն բյուջեի հոդվածներում», - ասաց «Ժառանգություն» խմբակցության ղեկավարը:
