Նախօրեին տեղեկություն տարածվեց, որ «Արթուր Թարխանյան կենտրոնն» ու «Ապրելու երկիր» կուսակցությունը ստորագրել են համագործակցության հուշագիր, որով մեկնարկել է Երևանի զարգացման նախաձեռնություններ» ծրագիրը: Արտաքուստ քաղաքական բովանդակություն չունեցող այս տեղեկությունն իրականում հետաքրքիր քաղաքական ենթատեքստ ունի: Բանն այն է, որ նշյալ կենտրոնի հիմնադիր տնօրեն Անահիտ Թարխանյանը Հայ կառուցողական կուսակցության ղեկավար Անդրիաս Ղուկասյանի տիկինն է: Մեր ունեցած հավաստի տեղեկություններով, «Ապրելու երկիր» կուսակցությունը համագործակցում է Հայ կառուցողական կուսակցության հետ, իսկ վերջինիս ղեկավար Անդրիաս Ղուկասյանը համարվում է արևմտյան թևի քաղաքական գործիչ:

Եթե սրան հավելում ենք նաև այն հանգամանքը, որ «Ապրելու երկիր» կուսակցության նախագահ Մանե Թանդիլ յանը Երևանի ավագանու ընտրությունների՝ դեռևս ոչ պաշտոնական «քարոզարշավի» շրջանակներում ինտենսիվ «արևմտյան հանդիպումներ» է ունենում, այդ թվում՝ Հայաստանում ֆրանսիական և ամերիկյան համալսարաններում, ստացվում է, որ Ռուբեն Վարդանյանի անվան հետ կապվող այս կուսակցությունը, այսպես կոչված, «արևմտյան պրոյեկտ» է և գործում է այդ դաշտում: Սա ուշագրավ է հատկապես այն տեսակետից, որ Մոսկվայից Արցախ տեղափոխված և պետնախարար նշանակված Ռուբեն Վարդանյանին ժամանակին «մեղադրում» էին «Մոսկվայի մարդ», «Պուտինի դրածո» լինելու մեջ:
